Persons employed on a part-time basis in authorized positions as defined in Personnel Rules and Regulations receive sick leave, annual leave, and holiday leave in proportion to their actual hours worked. The rate of accrual for annual leave is based on years of service in the same manner as eligible full-time employees. Temporary employees do not earn leave with pay.

Time off for vacations must be approved in advance by the supervisor or Agency Head. If you leave the County’s service, you will be paid for any accumulated annual leave that is reflected on your record at the time of your termination. Payment of this annual leave will be made on the next regular payday.
The Henrico Federal Credit Union (HFCU) is owned by its members and has been serving Henrico County employees since 1967. A few of HFCU's most popular services include savings, checking, loans, and free home banking. Branches and no-fee ATMs are conveniently located in and around Henrico County. Credit Union membership is available to all Henrico County Employees.
Regular part-time employees may elect to set aside a portion of their income through payroll deductions to provide retirement benefits. No income tax is deducted on amounts deferred until such time as they are withdrawn. Dollars contributed by employees are invested at competitive rates based on the employee’s preference.
Part-time employees working 20 or more hours per week are eligible to participate in the County's dental plan. The County offers three dental plans: two PPOs (Preferred Provider Organization) and one DHMO (Dental Health Maintenance Organization). Covered benefits include preventative and diagnostic services, basic and major restorative services, and orthodontia (certain plans only). Coverage is effective the date of hire or the first day of the month following hire. These plans are optional for employees and their eligible dependents.
Employees receive their pay by direct deposit into their checking or savings account each payday. Up to five accounts may be elected. Direct Deposit Authorization Agreement forms are available from the Department of Human Resources and on the Internet.
Our County employees are considered a very valuable asset. In order to help maintain personal well-being, an Employee Assistance Program is provided for employees and their family members. This program provides complete assessment and referral service to employees and their families whenever they encounter personal problems that may have an adverse affect on their lives and on their jobs. Participation in the program is on a strictly confidential basis.
The County has an in-house Health Services Facility available to employees for certain job-related health needs. Medical staff are available to: provide physical examinations to employees whose jobs require such exams; monitor the health of employees whose jobs may expose them to hazardous materials; provide care to employees who become ill or injured on the job; serve as medical resource personnel to employees and supervisors and assist with other such job-related health concerns.
The County has an approved Equal Employment Opportunity Plan which outlines its commitment to a policy of nondiscrimination, incorporating sound merit principles in all aspects of personnel management affecting its employees or applicants. Human resource management within the County shall be implemented free from such prohibited practices as discrimination, sexual harassment, or any other conduct inconsistent with sound merit principles. The County of Henrico does not discriminate on the basis of race, color, religion, national origin, handicap, sex, or age (except where such is a bona fide occupational qualification). For employees who feel that they have been discriminated against or treated unfairly, the grievance procedure is available.
An employee who has been employed by the County for 12 months or more and has worked at least 1,250 hours in that 12 months may be eligible for 13 work weeks of unpaid family and medical leave.
All regular full-time and part-time employees can elect to pay certain types of expenses with income that is payroll deducted before taxes and Social Security are calculated. This plan allows employees to be reimbursed for eligible dependent care and health care expenses (not covered by insurance) from untaxed income put into Flexible Spending Accounts.
Each non-probationary employee is entitled to use this procedure. The purpose of the Grievance Procedure is to provide a prompt, fair, and orderly method for resolving employee complaints. The full procedure is available in the Appendix of Personnel Rules and Regulations.
Regular part-time employees (working 20 or more hours weekly) may participate in the County’s health care plan. The County pays a portion of the health care cost for employees working 30 or more hours weekly. Other employees pay the full cost. Coverage is effective the date of hire or the first day of the month following hire. Coverage for employees' eligible dependents is available at additional cost.
Employment with the County entitles eligible employees to certain paid holidays. In order to receive pay for any holiday, you must be paid for the last working day before the holiday. Employees may be required to work on holidays or other normal off-duty days in order to provide necessary services. When this occurs, provisions are made for those employees. Additional holidays or changes in this schedule may be made by resolution of the Board of Supervisors. The following holidays are recognized by the County:

Part-time employees (20 or more hours per week) may purchase short term disability income protection coverage that replaces 60% of income when ill or injured and not receiving County pay. The short term portion of the program lasts for up to 90 days and employees elect a waiting period (14, 28, or 42 days) before benefits begin. The cost for the short term portion is based on salary and the waiting period chosen.
The County provides liability coverage for all employees when acting within the scope of their employment for the County of Henrico. The coverage is subject to the provisions of state law governing self-insurers and the terms of coverage as approved by the Board of Supervisors. Employees should promptly notify their supervisor and the Risk Manager in the event of any accident or incident.
Free on-site parking is provided for all employees.
County employees are paid on a biweekly basis, every other Friday.
Employees are evaluated annually by their supervisor and Agency Head and may be eligible for pay increases depending on job performance, individual placement in the salary range, and availability of funds.
This plan allows employees to make their health care and dental deductions on a pre-tax rather than on a post-tax basis.
The County encourages self-development for employees and provides advancement opportunities within the County. Certain jobs are open only to active employees. These opportunities are advertised on the County's Internet-based applicant system at www.henricojobs.com with a posting type of "Internal—only permanent Henrico General Government employees eligible to apply." Employees may also apply for any "external" job posting advertised through www.henricojobs.com. Access to this Web site is available from any computer with an Internet connection, including computers in the Human Resources lobby and in County libraries.
Twice a year the Department of Human Resources sponsors a Service Awards Reception honoring employees who have been employed for ten years or more at five-year increments. Eligible employees receive certificates of appreciation in addition to a gift they select.
Time off for illness must be approved by your supervisor or Agency Head. A doctor’s statement is required for an absence of one week or more and may be required for absences of a shorter duration. Employees are covered under Worker’s Compensation for a job-related injury.
All County employees are covered under Social Security.
County policy provides reimbursement for job-related courses. Reimbursement is administered by individual County departments and is based on budgetary considerations and value to the organization.
All employees are covered under the State Unemployment Compensation Act. Employees terminated for misconduct or who voluntarily resign without good cause are not eligible.
