County Manager's Office

The Board of Supervisors is the elected governing body of the County and is responsible for establishing policy within the framework of the Constitution and Code of Virginia. It adopts the annual operating and capital budgets and appropriates all funds for expenditure. Board members are elected to four-year terms by the voters in each of the County's five magisterial districts: Brookland, Fairfield, Three Chopt, Tuckahoe, and Varina. The Board appoints the County Manager, who is the chief administrative officer of the County.

Virgil R. Hazelett was hired as the County's first Traffic Engineer in 1972 and has served as County Manager since 1992. He is responsible for executing the policies established by the Board of Supervisors and for advising and recommending actions to the Board to meet the needs of County residents. In addition to administering the day-to-day operations of the County, Mr. Hazelett is required by law to present an annual budget to the Board of Supervisors for consideration of all needed County expenditures. The County Manager's Office includes five Deputy County Managers who assist Mr. Hazelett with planning, organizing, and administering the activities of the County and with the general coordination and managerial supervision of County agency heads.

Boards and Commissions
The County has a number of appointed boards and commissions that advise the Board of Supervisors and County Administration on matters of concern to Henrico citizens.

Public Meeting Information
The Board of Supervisors generally holds regular Board meetings on the second and fourth Tuesdays of each month at 7:00 p.m. in the Board Room of the Administration Building (PDF), which is located at the Henrico County Government Center (PDF), 4301 East Parham Road. Legislative
The Board of Supervisors is the local legislative body. Henrico citizens are also represented by an elected School Board and by elected members of the Virginia General Assembly and United States Congress (House and Senate).

Regional Cooperation
The County participates in a wide range of cooperative efforts with other counties and cities in the greater metropolitan region in such policy areas as planning, transportation, public safety, criminal justice, health, human services, libraries, utilities, solid waste, economic development, leisure services, and tourism.
