Deputy County Manager for Community Development

Randy Silber has direct responsibilities over the Departments of Building Construction and Inspections, Community Revitalization, and Planning, as well as the Permit Center. He also serves as the liaison tothe Economic Development Authority while providing mangement overview.

Mr. Silber has worked for the County since 1985. Prior to his appointment as Deputy County Manager for Community Development in January 2008, Mr. Silber held positions in the County's Department of Planning. He was promoted to Assistant Director of Planning in 1996 and Director of Planning in 2004.

He is a member of the Richmond Regional Planning District Commission, and serves on the National Association of Counties Enviornmental & Land Use committee, Virginia Association of Counties Environment & Agriculture Committee, and Virginia Municipal League Community & Economic Development Committee. His professional memberships include the American Planning Association, the Urban Land Institute, and the International Economic Development Council. He is also a graduate of the Leadership Metro Richmond Class of 2010.

Mr. Silber received his Bachelor of Science degree in Geography/Planning from the University of Maryland and his Master of Science degree in Geography/Planning from the University of Northern Colorado.
