Deputy County Manager for Special Services

Angela Harper, FAICP, oversees special projects, task forces, and new initiatives that require interagency coordination. Ms. Harper is currently the staff lead of the 2011 Commemoration Advisory Commission that is recognizing the 400th anniversary of the county's settlement. Her responsibilities also include sister city/sister county relationships and the National Association of Counties (NACo) Achievement Award submissions. She's the County Manager's "internal consultant."

Ms. Harper joined Henrico County over 38 years ago as a planner and worked in increasingly responsible positions within the Department of Planning. She was Director of Planning for seven years prior to being appointed a Deputy County Manager in 1997. In addition, her resume includes the following:

• Past President of National Association of County Planners (NACP)
• Fellow of the American Institute of Certified Planners (FAICP)
• Fellow of the Virginia Natural Resources Leadership Institute
• Recipient of National Association of Home Builders Award
• AICP senior site visitor to university planning programs seeking accreditation

Ms. Harper holds a Master of Planning and Urban Design degree from the University of Virginia and a Bachelor of Arts degree from Memphis State University. She is also a 1988 graduate of Leadership Metro Richmond.
