Babies begin to learn from the moment they are born. Some children may need more help to learn than others. The Infant & Toddlers Services helps children with all kinds of special needs. Some children need help in only one area of development such as speech or motor skills, while other children have more general delays due to conditions such as Down Syndrome, Cerebral Palsy, or problems related to premature birth.
Infants and children who can benefit from early intervention services can be described in two categories which are totally distinct.
First, are those infants who are at risk for acquiring a develop- mental disability. Many factors are involved in determining if a child is in a high-risk group. Some of the factors which may result in a child being at greater risk than other children are the parent's age, family history, socioeconomic status, and child abuse and neglect.
The second group is comprised of infants who are already exhibiting a developmental disability. These infants are not progressing along the unusual course of development in any one of four primary areas: motor development, cognition, speech and language, or social-emotional.
The Infant & Toddlers Services is a prevention/early intervention program designed to intervene with the two groups of at-risk and developmentally delayed infants between the ages of 0 and 2 years. Evaluations are conducted by a multi-disciplinary team and treatment is provided in a family context. All services to these groups are designed to prevent a developmental disability in the at-risk group and to prevent more long-lasting debilitating dysfunction in the develop mentally disabled group.
In addition, the Home Intervention Program for Teenage and First Time Parents serves infants and children 0 to 5 years of age who are at-risk for a developmental disability or child abuse and neglect. Services are designed to build upon family strengths, community networking, and healthy parent-child interaction.

The Infant & Toddlers Services provides assessments and evaluations, development of the Individual Family Service Plan, and service coordination at no cost to the family. There is a fee for all other Early Intervention services. Some services may be covered by medical insurance. If services are not covered, families may request financial assistance. No family is ever denied services because of inability to pay.
