Deputy Chief of Police

LTC MiddletonLieutenant Colonel D. A. Middleton was sworn in as a police officer with Henrico County on November 29, 1972. He has been promoted through the ranks within the Division of Police to his current position, where he serves as Deputy Chief of Police. He has served in patrol, the Special Action Force, as a pilot in the Aviation Unit, Police Personnel, Inspectional Services, Police Planning, and the Communications & Records Section.

Lieutenant Colonel Middleton is a graduate of Henrico County’s Hermitage High School, and he has an Associate’s of Science degree in Criminal Justice, and a Bachelor’s of Science degree in Organizational Management. He is a graduate of the 86th Administrative Officers Course, Southern Police Institute at the University of Louisville, Kentucky; the Police Executive Leadership School of the Jepson School of Leadership at the University of Richmond; and the Senior Management Institute for Police at Harvard University, Boston, Massachusetts.

Prior to his employment as a police officer, Lieutenant Colonel Middleton served in the United States Army, as an army aviator and radio operator. He was assigned to the 229th assault helicopter battalion in Viet Nam where his duties included aerial radio direction finding. For his service in Viet Nam, he received the permanent award of Flight Wings, two Bronze Stars, fourteen awards of the Air Medal for Combat Missions, and the Air Medal with “V” device for heroism in aerial flight.


Major A. T. Leary

LearyMajor A. T. Leary, III joined the Henrico Division of Police in 1974 as a police officer. During his tenure, he has served in Patrol Operations, Support Operations, including Personnel and Training, and Criminal Investigations. He currently serves as the Assistant Chief of Police, Investigative Operations, which includes the Organized Crime and Criminal Investigations Sections.

Major Leary is a graduate of Virginia Commonwealth University, earning a Bachelor of Science Degree in Administration of Justice, as well as a Bachelor of Arts Degree in History. He also holds a Master’s Degree in Interdisciplinary Studies, History and Educational Leadership, from Mountain State University. He completed the Senior Management Institute for Police, sponsored by the Police Executive Leadership Forum, in Boston Massachusetts, and also is a graduate of the Eighth Session of the Administrative Officers Management Program at North Carolina State University, where he served as Class President.

Major Leary attended the 22nd session of the Professional Executive Leadership School at the University of Richmond, and upon graduation he was presented the Graduate Leadership Award. He has been instrumental in a number of Division of Police initiatives, including the Senior Citizen Contact Program, the Police Opportunities Program, the Assist Divison Members through Interview Training Program, and the Police Reading and Education Program.


Major J. B. Fitzgerald

Major Fitzgerald

Major J. B. Fitzgerald joined the Henrico County Division of Police in July of 1976 as a Police Officer. During his tenure, he has served in Patrol Operations, Criminal Intelligence, Criminal Investigations, and the Organized Crime section where he was assigned to the Drug Enforcement Administration as the Richmond Task Force Group Supervisor.

Major Fitzgerald has also served as the legislative liaison to the Virginia General Assembly. Currently he serves as the Assistant Chief of Police, Support Operations.

Major Fitzgerald holds a Bachelors degree from Virginia Commonwealth University. He is a graduate of the 105th Session of the Southern Police Institute at the University of Louisville. He has also attended the Police Executive Leadership School at the University of Richmond as well as the Senior Management Institute for Police, Police Executive Research Forum, in Boston, Massachusetts. Major Fitzgerald is an alumnus of the Leadership Metro Richmond Class of 2008.

Major Fitzgerald is a third generation police officer. Prior to becoming a member of the Division of Police, he served in the United States Air Force on active duty in the Viet Nam Theater of Operations.


Major M. E. Fahed

Major FahedMajor M. E. Fahed joined the Henrico Division of Police in July 1976 as a police officer. During her tenure she has served in Uniform Operations, Community Services, Personnel, Training, Research and Development, Criminal Investigations and Support Services. She also served as a legislative liaison to the Virginia General Assembly. She currently serves as the Assistant Chief of Police, Support Operations.

Major Fahed graduated from Virginia Commonwealth University with a Bachelor of Science degree in Administration of Justice and Public Safety. She is a graduate of the FBI National Academy 197th Session. She has also attended the Police Executive Leadership School at the University of Richmond and the Senior Management Institute for Police, Police Executive Leadership Forum in Boston, Massachusetts. She received a certificate in Management Development and Leadership Development from the Henrico County Leadership Development Program.

Major Fahed is a member of the FBI National Academy Associates of Virginia and has served on the Henrico County Customer Service Advisory Committee as well as the Equal Employment Opportunity Committee. She is also an advisor for the Law Enforcement Program for the Hermitage Vocational Technical School.


Major S. F. Alloway

Major AllowayMajor S. F. Alloway joined the Henrico Division of Police in July 1976 as a police officer. During his tenure he has served in Uniform Operations, Community Services, Criminal Investigations/Intelligence, Professional Standards. He has also served as IMT/Negotiations Team Leader. He currently serves as the Assistant Chief, First District that includes Uniform Operations-South and Homeland Security/Special Operations.

Major Alloway is a graduate of the Administrative Officers Management Program and North Carolina State University. He attended the Senior Management Institute for Police, Police Executive Leadership Forum in Boston, Massachusetts. He has also received certificates in Management Development and Leadership Development from the Henrico County Leadership Development Program. He is a veteran of the United States Army.

Major Alloway served as the Leader of Team Four for the Katrina Relief Deployment in Hancock County, Mississippi. He has also served as an advisory board member for the Citizens of Greater Richmond Against Gun Violence, and as a board member of the Henrico County Local Emergency Planning Committee. He currently serves on the Henrico County Transportation Safety Committee.
