The governing body of any county, city or town may make written application to the Virginia Department of Housing and Community Development to have an area or areas declared to be an Enterprise Zone. The purpose of the Virginia Enterprise Zone Program is to stimulate business and industrial growth in such areas, which would result in neighborhood, commercial and economic revitalization. Upon the recommendation of the Director of the Virginia Department of Housing and Community Development the Governor may designate the proposed areas as Enterprise Zones. Upon designation of an area as an Enterprise Zone state and local incentives become available to qualified business firms that participate in the Program.
The New Enterprise Zone Grant Program regulations were effective May 1st, 2009.
There are two state grants: job creation and real property investment.
The job creation grant is based on permanent full time job creation. Under the new program, the amount of the grant will be based on the wages paid for those positions. Positions that pay 200 percent of the federal minimum wage and are provided health benefits could receive a grant of $800 per year for five years. Positions that pay less that 200 percent but at least 175 percent of the federal minimum wage and are provided with health benefits could receive a grant of $500 per year for five years. Positions that are paid less than 175 percent of the federal minimum wage or are not provided health benefits are not eligible for job creation grants. Job creation grants are based on a calendar year. Positions filled for less than a full calendar year will be prorated based on the number of full months worked.
Under the real property investment grant program, businesses making real property improvements are eligible for grants if meeting a $100,000 threshold for rehabilitation or expansion projects or a $500,000 threshold for new construction projects. Any entity or individual making qualified improvements may apply for a grant. Projects with less than $5 million in investment are eligible for a grant based on 20% of the qualified real property investments, not to exceed $100,000 within a five-year period for a specific building or facility. Projects of $5 million or more are eligible for a grant based on 20% of the qualified real property investments, not to exceed $200,000. Grants are based on 20% of the investment amount above the required eligibility investment threshold.

* Real Property Investment Grants will be funded from any remaining funds after the Job Creation Grants applications have been funded and will be prorated if the requests exceed the remaining amount.
Henrico County will provide grants, accelerated development processing, a seven year real estate tax exemption for rehabilitation of certain commercial real estate, commercial and industrial rehabilitation grants for exterior improvements and to correct code violations, employment and training assistance, and technical assistance and regulatory flexibility.
