Each year Henrico County allocates Community Development Block Grant, and HOME Program funds to provide a variety of housing opportunities. The use of these funds supports the County’s overall Comprehensive Revitalization Strategy and the related programs are designed to serve a variety of purposes intended to maintain an excellent quality of life.

Henrico County’s strategy seeks to keep current homeowners in their homes. The highest priority is assigned to assisting the elderly and disabled. Under its Moderate Rehabilitation Program the County will provide $732,443 in 2009-2010 for this purpose. Repairs totaling up to $35,000 can be made to a home, insuring the home is brought up to Minimum Housing Quality Standards. Over the last several years the County has allocated some $6.1 million for this purpose. Not only does the strategy assist seniors with very limited incomes, but contributes to the maintenance and enhancement of the county’s older neighborhoods. It is anticipated that this strategy promotes additional investment in the neighborhoods, as has been observed in the Lakeside area.
Henrico County also provides funds to make emergency repairs to homes of individuals or families that meet income qualifications and its clients are not limited to the elderly or disabled. These repairs usually provide for the repair or replacement of roofs, provision of adequate plumbing or heating needs, or other needs of an emergency nature. The cost of repairs can go up to $7,500. The County will provide $218,438 in 2009-2010 for this purpose.
Henrico County also provides significant funding to assist residents to become homeowners. In 2010-2011 Henrico will provide $368,000 for this purpose. This includes $128,000 for Home, Inc. and $180,000 for the Southside CDC Homeownership Assistance Program, and $60,000 for the NeighborWorks Home Ownership Assistance program.
