Deputy County Manager for Community Development
Randy Silber has direct responsibilities over the Departments of Building Construction and Inspections, Community Revitalization, Planning, and the Permit Center. He also serves as the liaison and provides mangement overview for the Economic Development Authority.
Mr. Silber has worked for the County since 1985. Prior to his appointment as Deputy County Manager for Community Development in January 2008, Mr. Silber held positions in the County’s Department of Planning. He was promoted to Assistant Director of Planning in 1996 and Director of Planning 2004.
Mr. Silber is a member of the Richmond Regional Planning District Commission, and serves on the National Association of Counties Environmental & Land Use Committee, Virginia Association of Counties Environment & Agriculture Committee, and Virginia Municipal League Community & Economic Development Committee, and the VCU Real Estate Circle of Excellence. He is a graduate of the Leadership Metro Richmond (LMR) Class of 2010 and now serves as a member of the Board of Directors for LMR.
Mr. Silber received his Bachelor of Science degree in Geography/Planning from the University of Maryland and his Master of Science degree in Geography/Planning from the University of Northern Colorado.
