Deputy County Manager for Community Operations
Mr. Timothy (Tim) A. Foster began his career with Henrico County as an assistant traffic engineer in 1989 in the Department of Public Works. He received progressive promotions to traffic engineer, assistant director of Public Works, and was named Director in March 2009. Effective January 28, 2012 Mr. Foster was appointed to his current position, Deputy County Manager for Community Operations, where he has direct responsibilities over the Departments of Public Utilities and Public Works, the Division of Recreation and Parks, Real Property, and Virginia Cooperative Extension.
A native of Damascus, Va., Foster earned a bachelor’s degree in civil engineering from Virginia Tech. He is a registered Professional Engineer in the Commonwealth of Virginia. A member of the Institute of Transportation Engineers, Foster is a past president of the organization’s Virginia section. He also is a member of the American Public Works Association.
