1. What is a Comprehensive Plan?
The Henrico County Comprehensive Plan is a set of documents that describes the County's vision of future development in the County. The currentComprehensive Plan has three components. The Land Use Plan component primarily addresses development undertaken by the private sector. The Land Use Plan Map depicts the desired future land use (residential, commercial, industrial, etc.) of all parcels within the County. The Major Thoroughfare Plan sets forth a future transportation network to provide adequate roads for the land uses contemplated by the Land Use Plan Map. The Parks, Recreation, and Open Space Plan is a guide to future investment in parks, recreation, and open space facilities. Each component was specifically reviewed and approved by the Board of Supervisors following public meetings and public hearings. The Comprehensive Plan is a policy document that serves as a general guide for the Board of Supervisors. Unlike an ordinance, strict adherence to the Plan is not required (with the exception of proposed roads).

2. Why is it being updated?
The Code of Virginia requires that the Comprehensive Plan be reviewed at least once every 5 (five) years. Portions of the Plan have been amended on an ongoing basis. Amendments to the Comprehensive Plan require a public review process that includes public hearings. The current plan has not been updated in its entirety since its adoption in 1995. The Land Use Plan was last updated in 1995, the MTP in 1997, and the Parks, Recreation and Open Space Plan in 1999. This Comprehensive Plan update intends to combine all three of these components into one major document.

3. How can I have input into the process?
Public meetings will be scheduled for later in the process to receive citizen input. Continue to visit the website for updates and future meeting announcements. The update of the Comprehenives Plan is intended to take approximately 14 to 16 months.

4. What is the Community Survey?
The Community Survey is a way for staff to obtain feedback from County residents. The survey asks respondents about their views on development in the county, future services, and other related issues.

5. Why did I not get a Community Survey?
The Community Survey is a scientifically administrated process and was
only sent to a statistical sample of residents from each of the five magisterial districts.

6. Can I fill out a survey?
In order for the survey to be statistically valid, only those selected by a computer-generated program will receive a survey. However, we will be seeking further input on the Plan via this website and during public meetings. Please continue to watch this website for a posted copy of the Community Survey that you may use to provide us with your feedback.

7. Will the Comprehensive Plan rezone my property?
No. The Comprehensive Plan only recommends future land uses. Any changes in zoning would still require public hearings by the Planning Commission and the Board of Supervisors.

8. Will there be meetings to attend so that I can provide input?
Yes. Please continue to watch this website for announcements for future meeting schedules.
