The following is intended only as a summary of zoning districts and permited uses as set forth in the zoning ordinance of Henrico County. For specific regulations please refer to Chapter 24 of the Henrico County Code (the Code can be obtained at Municipal Code Corporation).

Principle Uses: one-family dwellings
Additional uses: group care facilities, agriculture, churches, schools, colleges, universities, county owned utilities and facilities, political campaign office in a residence, model homes in approved subdivision

 

 

GENERAL RESIDENCE DISTRICTS

R-5 General Residence District
Principal Uses: multi-family dwellings, townhouses for sale, rooming/boarding houses, group care facilities
Additional Uses: any use permitted in R-4A District except one-family dwellings, child care centers

R-6 General Residence District
Principal Uses: any use permitted in R-5 District, nursing homes

R-5A General Residence District
Principal Uses: two-family dwellings, dwellings with zero lot lines
Additional Uses: any use permitted in R-4A district except one-family dwellings, group care facilities

RTH Residential Townhouse District
Principal Uses Permitted: townhouses for sale, condominiums
Additional Uses: any use permitted in R-3 District except one-family dwellings, group care facilities, swimming pools, recreational and athletic facilities, community buildings

RPN Planned Neighborhood District
No land is zoned RPN, see ordinance for description

RMP Residential Manufactured Home Park District
No land is zoned RMP, see ordinance for description

 

 

 

UMU URBAN MIXED USE

Principal Uses: Animal hospital, antique shop, automotive filling and service stations, barbershops and beauty parlors, bank, bicycle sales and repairs, catering establishment, child care centers, churches, clinics and laboratories, county-owned facilities, florist, furniture sales, parking garage, grocery, hotel, laundromat, marina, museum, office building, packaging store, non-commercial parking lot, pet shop, printing shop, fraternities and lodges, public utility structures, railroad, recreation facilities, townhouses, multi-family dwellings.

 

 

 

A-1 AGRICULTURAL DISTRICT

Principal Uses: one-family dwellings, agriculture, manufactured homes,
Additional Uses: any use permitted in R-0 District , summerhouses, cabins, camps, antique shops, County owned sanitary landfills, group care facilities

 

 

C-1 CONSERVATION DISTRICT

Restricted to uses that have minimal environmental impacts and which provide open space.

Principal Uses: agriculture, forestry, public and private wildlife preserves, private noncommercial recreation uses, public waterworks and drainage works.
Additional Uses: golf courses, commercial outdoor marine recreation facilities, extraction

 

 

 

 

OFFICE DISTRICTS

O-1 Office District
Principal Uses: general, administrative, professional and medical offices, child care centers, studio for artist, designer, writer, photographer, sculptor or musician (no sales)

O-2 Office District
Principal Uses: any use permitted in O-1 District, medical offices and laboratories, banks, drive-in windows

O-3 Office District
Principal Uses: any use permitted in O-2 District, trade and business schools, but not with combustible engines or heavy machinery, radio or television broadcasting studios or offices. Within an office complex of at least 50,000 sq. ft.: retail establishments, hotel or motel

O/S Office Service District
Principal Uses: office buildings, banks, child care centers, retail and service facilities, certain light industrial uses, data processing center, trade or business school, medical and dental clinics and laboratories

O/S2 Office Service District
Principal Uses: any use permitted in O-3 District, schools, colleges, universities, distribution businesses, certain retail uses, medical or dental laboratories, research, development, testing, wholesaling, warehousing, certain light industrial uses, data processing center

 

 

 

 

BUSINESS DISTRICTS

B-1 Business District
Principal Uses: animal hospital, dog grooming, private club or lodge, health clubs, training classes, specialty shops, artist studios, funeral homes, child care centers, barber, bakeries, banks, temporary sales of christmas trees, laundry mats, neighborhood shopping center, restaurant (no take-out)

B-2 Business District
Principal Uses: principal uses permitted in B-1 District, automotive parts sales, gun sales, restaurants (including take-out), indoor recreational activities, automotive filling stations with two service bays, drapery making, furniture upholstering shops (maximum of 3,000 sq. ft.), flea markets and antique auctions, furniture, television, appliance sales ,service and repair, garden center, gun shop, printing, publishing and engraving, blueprinting shops (maximum of 5,000 sq. ft.) sign printing and painting shop, permanent on-site recycling collection facility.

B-3 Business District
Principal Uses: principal uses permitted in the B-2 District, automotive, truck and recreational vehicles sales, service and repair, automotive body and paint shops (within enclosed building), boat and boat trailer sales, service and storage, car wash, building materials store, exterminating establishment, farm supply store, dry cleaners, fortuneteller, heating and electrical shop, palmist, spiritual reader, janitorial service, landscape contracting and tree service, industrial trade school, business school, public dance halls, sheet metal shop, sign fabrication shop, wholesale establishment (maximum 15,000 sq. ft.)

 

 

INDUSTRIAL DISTRICTS

M-1 Light Industrial District
Principal Uses: principal uses permitted in the B-3 District, manufacturing, assembling, compounding, processing, packaging, baling of products made from previously prepared basic materials such as natural fibers and metals and plastics.pottery or other similar ceramic products made in kilns fired only by smokeless furnaces, laboratories, experimental, film or testing, warehouses

When located a minimum of 200 feet from a Residence District: bag, carpet and rug cleaning, blacksmithing and welding, bottling and cold storage of milk, tire manufacturing and recapping, bulk storage or distribution of inflammable liquids

M-2 General Industrial District
Principal Uses: uses permitted in the M-1 District

When located at least 300 feet from any Residence District: automobile or aircraft assembly, lightweight metal foundry casting plant, building material sales yards including Portland cement mixing, lumberyards, contractors equipment storage yard, railroad yards and shops, freight stations and terminals, winery

When located at least 600 feet from any Residence District: asbestos processing, boiler shop, metalworking shop, brewing or distilling of liquors, brick, tile or terracotta manufacturing, crematory, junk storage, dismantling, sorting or baling of iron, rags, paper, lumber, automobiles

M-3 Heavy Industrial District
Principal Uses: principal permitted uses as regulated in the M-2 District

When located at least 2,000 feet from any Residence District: bone distillation, explosives or fireworks manufacturing or storage, gas manufacturing, racetracks or racecourses for motor vehicles, motor boats or aircraft, carnivals, fairs or circuses

PMD Planned Industrial District
Requires a 20-acre or larger tract under a single development plan and management control.
Principal Uses: manufacturing and assembly operations, research and testing facilities, data processing and distribtution centers, wholesaling, helistop, services and commercial facilities serving the district, underground facilities for utility installations.

 

 

OVERLAY DISTRICTS


Overlay districts provide special requirements in addition to the underlying zoning districts.

ASO Aircraft Safety Overlay District
Regulates and restricts the height of permanent and temporary structures, objects and natural growth in the vicinity of Richmond International Airport and restricts the uses of land in the vicinity of the airport by prohibiting any use that would in any way interfere with aircraft landing, taking off or maneuvering with the intention of using such airport.

WBSO West Broad Street Overlay District
Provides additional requirements for development in the West Broad Street corridor of the West End of the County in order to reduce traffic congestion, avoid distracting visual clutter, and preserve the aesthetic values of the district. It restricts attention-getting devices and loudspeakers, and applies design standards to streetscape buffers, outparcels, signage and architecture.
