Henrico County's Department of Public Works advises motorists that on Friday, July 4, an Independence Day celebration in the Innsbrook area will result in heavy traffic congestion.

The event will begin at 3:30 p.m., concluding with a laser light show at sundown. Police will assist with traffic control on public roads and intersections before the event, and will continue directing traffic within the Innsbrook development and along West Broad Street after the laser light show concludes.

People who attend the event at Innsbrook should consider delaying their departure from the vicinity until some of the traffic has subsided; those people uninterested in the event are advised to avoid the area if possible.

The Henrico County Division of Police will hold a rabies clinic on Saturday, June 28, from 8 a.m. to 2 p.m., at Gate 4, the 4-H Club Building, at the State Fairgrounds at Strawberry Hill.

Rabies shots are required for dogs and cats four months old and older. Shots cost $6 each and come with a certificate of inoculation. Dog tags can also be purchased for $10.

On May 15, Henrico County's Agriculture Extension Agent Charles Curry received the top State Communications Award in the Radio Program category at the annual Virginia Association of Agricultural Extension Agents meeting. The awards program is sponsored by AT&T.

Curry will also be recognized at the National Association of County Agricultural Agents Annual Conference in Burlington, Vermont, the week of July 13.

"Home Repair Fraud Targets Henrico's Senior Citizens" will be the topic of Board Chairman and Varina Supervisor Jim Donati's next town meeting on Monday, June 16, at 7 p.m., at the Eastern Government Center, 3820 Nine Mile Road.

"Unfortunately, irresponsible businesses do exist that try to scam seniors. One example is fraudulent home repair organizations that target older homeowners," Donati said. "We want to inform our residents on how to recognize fraudulent business practices, give them ideas on how they can handle the situation, and let them know who they can call for help," he said.

Members of the Henrico County Division of Police will be present to answer questions and advise older residents.

Donati holds Varina town meetings the third Monday of each month. The meetings are open to the public.

The Virginia Municipal League (VML) has appointed 12 Henrico County officials to serve on the association's policy committees.

Henrico Board of Supervisors Chairman and Varina District Supervisor James B. Donati, Jr., along with Director of Public Works Robert C. Thompson, will serve on the Transportation Committee; Board of Supervisors Vice Chairman and Three Chopt District Supervisor David A. Kaechele and Deputy County Manager Leon T. Johnson will serve on the Finance Committee; Brookland District Supervisor Richard W. Glover and Deputy County Manager Harvey L. Hinson will serve on the General Laws Committee; Fairfield District Supervisor Frank J. Thornton and Deputy County Manager George T. Drumwright, Jr. will serve on the Human Development and Education Committee; Tuckahoe District Supervisor Patricia S. O'Bannon and Deputy County Manager Robert K. Pinkerton will serve on the Environmental Quality Committee; and County Manager Virgil R. Hazelett, P.E., and Chief of Police Col. Henry W. Stanley will serve on the Public Safety Committee.

Policy committee members are nominated by their localities and serve for one year. Serving on the VML policy committees is a way in which local government officials contribute to the development of the league's policy positions. The purpose of the policy committees is to develop the league's position on various issues concerning their respective jurisdictions. These decided positions become the preliminary league policy statement. The policy statement is debated, amended and adopted by the full league membership at the business session held during the VML Annual Conference in October.

The policy committees also recommend issues to the VML Legislative Committee for incorporation into the league legislative program. The preliminary legislative program, like the policy statement, is adopted by the full league membership at the annual conference.

The legislative program and policy statement guide league officers, members and staff in their work with the General Assembly, state agencies and the federal government.
