On behalf of the Large Urban County Caucus (LUCC), Henrico County will host an 8 a.m. breakfast for a delegation from the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) on Thursday, April 30, at the Embassy Row Hilton, 2015 Massachusetts Avenue NW, Washington, D.C.

Henrico's Board Vice Chairman Pat O'Bannon, who is a member of the LUCC steering committee, will host the function for 10 Chinese dignitaries and other key officials. The meeting's purpose is to promote economic, educational and technological exchange between Henrico County and the CPAFFC, and to develop and consider cultural exchange issues.

O'Bannon will discuss Henrico County's progress as an international economic development locality to those attending the breakfast meeting. Members of the CPAFFC are visiting as part of a national tour of other large urban counties throughout the United States in conjunction with the National Association of Counties.

The LUCC is comprised of the 100 largest counties in the United States. O'Bannon is the only Virginian serving on the LUCC steering committee.

"Flush It Out: An Inside Look at Henrico's Wastewater Treatment Process" is the topic of Tuckahoe District Supervisor Pat O'Bannon's next town meeting on Tuesday, May 19. This meeting includes a tour of the county's Wastewater Treatment Plant.

Buses will leave from the Henrico Government Center parking lot, 4301 East Parham Road, at 6:30 p.m., and will transport attendees to the treatment plant.

"This is a great opportunity for our residents to actually see what's involved in turning sewage into drinking water," O'Bannon said. "Public Utilities' staff will lead us through the tour of our state-of-the-art facility, and show us how the entire process works," she said.

O'Bannon went on to stress that "this tour would be especially educational for boy scout and girl scout troops, as well as civic and neighborhood associations."

"I want to personally invite our Henrico scout troops to join us on this tour," she said.

Those who want to attend must call 501-4207 to reserve a bus seat before May 12. Buses will depart promptly at 6:30 p.m. on May 19.

O'Bannon's monthly town meetings are open to the public.

"For Your Leisure - Where Are Henrico's Parks and Recreational Facilities, and Which Programs Best Meet Your Needs?" is the discussion topic of Fairfield District Supervisor Frank Thornton's next constituent meeting on Monday, May 11, at 7:30 p.m., at Wilder Middle School Library, 6900 Wilkinson Road.

"At this meeting, staff from the county's recreation and parks division will join me in answering these questions for our residents," Thornton said. "Henrico has programs and recreational facilities for every age and interest group, and we want to help our residents take advantage of what is offered to them," he said.

Thornton encourages public participation at all of his constituent meetings, and asks that each participant invite three other people to join the meeting.

"Senior Citizens Alert: County Programs You Should Know About" is the topic of Vice Chairman and Tuckahoe District Supervisor Pat O'Bannon's next town meeting on Tuesday, April 28, at 7 p.m., at Tuckahoe Elementary School Auditorium, 701 Forest Avenue.

"As Henrico's elderly population increases, we at the county are focusing greater attention on serving their needs," O'Bannon said. "We want all of our seniors to come by the meeting to learn what the county is doing for them, as well as have a free blood pressure screening done by a registered nurse from the Henrico Health Department," she said.

O'Bannon's monthly town meetings are open to the public.

Last night, Sharon Breeden Will, former deputy commonwealth's attorney, took the oath of office to begin her first term as a judge in the Henrico County Juvenile and Domestic Relations Court.

Will, who came to Henrico County as an assistant commonwealth's attorney in 1988, will replace Juvenile and Domestic Relations Court Judge Robert J. Smith, who is retiring.

Before joining Henrico County's commonwealth's attorney's office, Will was assistant commonwealth's attorney in both Chesterfield and Danville. She earned her undergraduate degree from Virginia Tech, and her law degree from the T.C. Williams School of Law at the University of Richmond.

Will is a member of the Virginia State Bar Association, the Henrico County Bar Association, the Virginia Association of Commonwealth's Attorneys, and the Richmond Criminal Bar Association. She has lectured on domestic violence, victim's issues, sexual assault, and other criminal justice topics throughout the Commonwealth of Virginia, and is active in both professional and community organizations.

Varina District Supervisor Jim Donati will discuss the Route 60/Williamsburg Road corridor, its development, transportation and land use at his next town meeting on Monday, April 20, at 7 p.m., at the Eastern Government Center, 3820 Nine Mile Road.

Principal Planner John Merrithew, along with consulting agency Kellerco, Inc., will co-host the meeting with Donati to address questions and concerns from residents living in or near the area.

"This is the first time we will hold a public forum to discuss the corridor," Donati said. "We want our residents to voice their opinions about the land use and economic development along Williamsburg Road and Technology Boulevard - it's their opinions that matter," he said.

Donati generally holds town meetings the third Monday of each month. The meetings are open to the public.

The Henrico County Division of Police will hold a rabies clinic on Saturday, April 25, from 9 a.m. to 3 p.m., at the 4-H Building, at the State Fairgrounds at Strawberry Hill.

Rabies shots are required for dogs and cats four months old and older. Shots costs $6 each and come with a certificate of inoculation. Dog tags can also be purchased for $10.

Henrico County Manager Virgil R. Hazelett, P.E. announced today that effective April 29, Henrico County's new Planning Director is John R. "Jack" Marlles.

Marlles will join Henrico County from the City of Roanoke where he is the Chief of Planning and Community Development. He earned his master's degree in Urban and Regional Planning from Virginia Commonwealth University, is a member of the American Institute of Certified Planners, the Virginia Citizen Planning Association, and the Virginia Downtown Development Association.

The Henrico County Planning Office has a 60-member staff and a $5.2 million budget. Marlles will direct the five divisions that compose the planning department, all of which are responsible for the comprehensive planning requirements of the Code of Virginia and the county's planning, zoning, and subdivision ordinances.

The county advertised this position after former Planning Director Angela Harper was promoted to Deputy County Manager.
