The Large Urban County Caucus (LUCC) of the National Association of Counties (NACo) will hold a joint meeting with the United States Conference of Mayors on February 5 and 6, in Palm Beach, Florida, to prepare a lobbying and promotion effort of NACo's 1998 Legislative Priorities.

The top three issues that the LUCC will address are the reauthorization of the Intermodal Surface Transportation Efficiency Act (ISTEA), the proposed tobacco settlement, and the preemption of Internet taxation. The caucus will also address other issues during the conference.

Henrico Board Vice Chairman and Tuckahoe District Supervisor Patricia S. O'Bannon, who was appointed to serve on the LUCC earlier this year, will represent Henrico County at the meeting.

The Virginia Association of Counties (VACo) has appointed nine Henrico County officials to serve on each of the association's 1998 steering committees.

Three Chopt District Supervisor and Board Chairman David A. Kaechele will serve on the Finance Committee; Tuckahoe District Supervisor and Board Vice Chairman Patricia S. O'Bannon will serve as the Chairman of the Telecommunications and Utilities Committee, and will also serve on the Resolutions Committee; Brookland District Supervisor Richard W. Glover will serve on the Community Development and Planning Committee; Fairfield District Supervisor Frank J. Thornton will serve as Chairman of the Education Committee, and will also serve on the Resolutions Committee; Varina District Supervisor James B. Donati, Jr., along with Legislative Liaison Linda G. Robinson, will serve on the Administration of Government Committee; Deputy County Manager George T. Drumwright, Jr., will serve on the Health and Human Services Committee; Deputy County Manager Harvey L. Hinson will serve on the Environment and Agriculture Committee; and Deputy County Manager Robert K. Pinkerton will serve on the Transportation Committee.

Steering committee members assist with the analysis of statewide issues as they affect Virginia's county governments. The committees review proposals for inclusion in VACo's annual legislative program, as well as provide policy direction on issues emanating from legislative study committees and state regulatory agencies.

The Henrico County Industrial Development Authority (IDA) has elected its new officers for 1998. The IDA Chairman is John M. Steele; Vice Chairman is John F. Hastings, Jr.; Secretary is Robert G. Herndon; Treasurer is Raymond M. Garrett.

In addition to these officers, the IDA is comprised of Executive Director Frederick T. Agostino, and members J. Frank Alspaugh, Julian N. Holland, Jr., and S. Floyd Mays, Jr.

"Making Henrico Better for the Future" is the topic for Fairfield District Supervisor Frank Thornton's next constituent meeting on Monday, February 9, at 7 p.m., at the Eastern Government Center, 3820 Nine Mile Road. Thornton will discuss the county's new Community Maintenance Program.

"Our new Community Maintenance Program is specifically designed to keep all of our communities looking their best, while promoting safe, happy and healthy neighborhoods," Thornton said. "Representatives from Henrico's Community Maintenance staff will join me to discuss ways that we can all work together - neighbors helping each other - to reach our community's goals," he said.

Thornton encourages public participation at all of his constituent meetings, and asks that each participant invite three other people to join the meeting.

The Henrico County Division of Police will hold a rabies clinic on Saturday, February 7, from 9 a.m. to 3 p.m., enter Gate 2, at the Horse Arena, at the State Fairgrounds at Strawberry Hill.

Rabies shots are required for dogs and cats four months old and older. Shots cost $6 each and come with a certificate of inoculation. Dog tags can also be purchased for $10.

Last night, the Henrico County Board of Supervisors elected Three Chopt District Supervisor David A. Kaechele the new chairman of the board for 1998; the board elected Tuckahoe District Supervisor Patricia S. O'Bannon as its new vice chairman.

The five-member board voted unanimously. Kaechele and O'Bannon will maintain their positions as chairman and vice chairman until January, 1999.

Kaechele, the senior member of the Board of Supervisors, began his first term in 1980. He is retired from Reynolds Metals Company, where he was a senior development engineer in the Research and Development Division. He served in the U.S. Army from 1955 to 1956, and is a member of several technical societies, the Republican Party, the Robert E. Lee Boy Scout Council, the Tuckahoe Presbyterian Church, and the Three Chopt Recreation Association. Kaechele is a graduate of Michigan State University.

O'Bannon, who is the first woman ever to be elected to the Henrico Board of Supervisors, is now beginning the third year of her first term. She was formerly an English teacher at Douglas Freeman High School, the community news editor for Richmond Suburban Newspapers, and a development associate with Central Virginia's Public Broadcasting. She is an Independent Republican, and is a member of the River Road Baptist Church, the Virginia Press Women's Association, and the Board of Trustees of the Henricus Foundation. O'Bannon is a graduate of Virginia Commonwealth University.

Large Urban County Caucus (LUCC) Chairman Peter McLaughlin, of Hennepin County, Minnesota, has appointed Henrico's Tuckahoe District Supervisor Patricia S. O'Bannon to serve on the LUCC steering committee, a federal organization representing 75 of the largest counties in the United States. Counties qualify based on either the size of their population, or annual budget.

LUCC, which falls under the National Association of Counties (NACo) umbrella, works with the U.S. Congress to address issues related to large urban counties. This is the caucus' second year in existence. O'Bannon will serve for a one-year term.

The National Association of Conservation Districts (NACD), in cooperation with the Goodyear Tire and Rubber Company, named the Henricopolis Soil and Water Conservation District a Grand Award District winner in the 50th Annual Conservation Awards Program. The Henricopolis District is one of 57 winners to be named from 3,000 districts nationwide. The awards program encourages conservation districts to protect and conserve soil, water, forests, wildlife and other natural resources.

Director of the Henricopolis Soil and Water Conservation District Herbert L. Dunford, Jr., accepted the award in Scottsdale, Arizona last month.

According to Goodyear's Marketing Director Tom Ford, less than two percent of districts nationwide receive the Grand Award. "The conservation districts' work is vitally important to protecting our nation's natural resources and ensuring their viability for future generations," he said.

Founded in 1946, the NACD is a non-governmental, nonprofit organization representing nearly 3,000 local soil and water conservation districts and their state associations in all 50 states, Guam, the Northern Mariana Islands, Puerto Rico, and the Virgin Islands.

"Henrico's Men and Women in Blue - How Are They Policing Your Neighborhood?" will be the topic of Tuckahoe District Supervisor Patricia S. O'Bannon's next town meeting on Tuesday, January 27, at 7 p.m., at Byrd Middle School Library, 9400 Quioccasin Road.

"Members of the Division of Police will join me at this meeting to reveal crime trends, share prevention tips and identify certain behaviors that invite crime," O'Bannon said. "We want our Tuckahoe residents to learn how they might prevent crimes from happening in the first place. This forum will give them the opportunity to ask questions about prevention, and community policing efforts in their neighborhoods," she said.

O'Bannon plans to host monthly meetings throughout the year, with topics ranging from leisure activities in the county, to the wastewater treatment process in Henrico.

"I know that Henrico residents are interested in the many services offered in the county, as well as issues such as crime prevention and senior citizens' activities. These meetings are designed to provide information and listen to suggestions or requests," she said. "We have worked out a meeting schedule covering a wide range of topics throughout '98, and are looking forward to seeing the residents of Tuckahoe at each one," she said.

Thus far, O'Bannon has scheduled meetings for January 27, February 17, March 31, April 28, and May 19. Meetings are open to the public.
