Henrico County will hold a public hearing for the 1998-99 fiscal year budget on Wednesday, April 8, at 6 p.m., in the Government Center Board Room, on Parham and Hungary Spring roads. The regularly scheduled board meeting will immediately follow the public hearing.
The County Manager will present the proposed budget to the Board of Supervisors, who will vote whether to adopt the budget at the April 22 board meeting.

Henrico County's Department of Personnel received the Excellence in Practice Citation in Workplace Learning and Development for its Leadership Development Program (LDP) from the American Society of Training and Development (ASTD).
The ASTD judges entrants from both the private and public sectors worldwide. Henrico County, one of 12 winning companies, was the only government organization to receive the award.
The award is designed to recognize "a new practice which has contributed to organizational goals . . . to workforce quality and organizational competitiveness," according to ASTD President Curtis E. Plott.
Founded in 1944, the ASTD is comprised of more than 70,000 members from 100 nations. Award winners and their case studies are published and globally distributed in order to share the learning experience with other organizations and businesses.

The County of Henrico Department of Social Services is offering a free, eight-week class for people interested in becoming foster parents. The first class will be Tuesday, April 21, from 7 to 9 p.m., in the Human Services Building, 8600 Dixon Powers Drive.
Foster parents are especially needed for abused or neglected children, and teenagers.

"Meet Your Boards and Commissions Representatives - Who Are They and How Do They Help in Your Community" is the topic of Fairfield District Supervisor Frank Thornton's next constituent meeting on Monday, April 13, at 7 p.m., at the Eastern Government Center, 3810 Nine Mile Road.
"At this meeting, our Fairfield residents can meet their neighbors who have been appointed to advisory boards and commissions. We want them to better understand what these representatives do, and how they link our communities with our county's government," Thornton said.
Members of the local boards and commissions will join Thornton to explain their roles and responsibilities, and to field questions. Citizens are annually appointed to serve on the boards and commissions by the Board of Supervisors.
Thornton encourages public participation at all of his constituent meetings, and asks that each participant invite three other people to join the meeting.

"For Your Leisure" is the topic of Vice Chairman and Tuckahoe District Supervisor Pat O'Bannon's next town meeting on Tuesday, March 31, at 7 p.m., at Gayton Elementary School, 12481 Church Road.
"We will discuss Henrico's parks and recreational facilities, and determine who can best benefit from which programs," O'Bannon said. "Henrico has such a variety of recreational activities and facilities, I know that we have something to offer everyone," she said.
Assistant Director of Recreation and Parks Karen Mier, along with other staff, will be available for questions and concerns at the meeting.
O'Bannon's monthly town meetings are open to the public.

Clubs and organizations that are listed in the current directory will receive update notices in the mail. Other non-profit organizations in Henrico County who want to be included in the directory can call 501-4257, Monday through Friday, from 8 a.m. to 4:30 p.m., or leave a voice-message on the 24-hour hotline at 501-5449. The Directory of Organizations is a resource of civic, homeowner, service, and community associations. Various agencies within the county administration use the directory when mailing public hearing notices, zoning changes, and other information.
The deadline for submitting corrections, deletions, or additions to the Public Information Office is April 17.

The Henrico County 4-H program hosts its 1998 4-H Fashion Revue on March 21, at 2 p.m., in the Virginia Center Commons Mall. Fashion Revue is a major recognition opportunity for 4-H members active in clothing and textiles programming. Youth will model clothing constructed or purchased by them.
This event encourages 4-H members to apply decision-making skills when purchasing apparel and accessories, base these decisions on individual resources and needs, and learn clothing construction while practicing good posture and grooming habits. Particular emphasis is placed on the development of leadership, citizenship, and career direction.

Beginning Sunday, March 8, at 6 a.m., through Tuesday, March 10, at midnight, a major water line that serves Henrico County will be out of service due to construction of the floodwall at the Richmond Water Treatment Plant. The Department of Public Utilities asks that utility customers west of Mechanicsville Turnpike avoid any non-essential water use during this time.
Water will continue to be supplied to all customers throughout the three-day period, but delivery capacity will be reduced. Customer cooperation will assist in maintaining adequate service.
The flood wall is designed to protect the Richmond Water Treatment Plant to assure continued operation during flooding of the James River.

The County of Henrico Department of Public Works advises motorists that on Sunday, March 15, West Broad Street between Horsepen Road and Willow Lawn Drive will be closed to eastbound traffic from 1 to 5 p.m. for the St. Patrick's Day Parade.
Horsepen Road between Dartmouth Road and West Broad Street will also be closed.
Motorists should expect heavy traffic and detours in the area.
