Last night, the Henrico County Board of Supervisors recognized Finance Director W. Forrest Matthews, Jr. for having recently earned the Certified Commissioner of the Revenue title. Matthews previously earned the certification of Governmental Treasurer, distinguishing him as the only financial officer in the Commonwealth of Virginia to hold both professional titles.

Certification in both instances is based on years of service in the locality and in the profession, as well as completion of extensive education programs. The Commissioner of the Revenue certification and the Governmental Treasurer certification are both awarded by the University of Virginia's Weldon Cooper Center for Public Service and Division of Continuing Education; the programs take a minimum of three years each to complete. Once a candidate becomes certified, he must complete an additional 60 hours of continuing education every four years to maintain the title.

Matthews joined Henrico County's Department of Finance in 1980. He was promoted to Treasury Division Director in 1982, and became the Director of Finance in May of 1997. He is active in the Municipal Finance Officers Association, the Virginia Finance Officers Association, the International Association of Assessing Officers, and several other professional organizations.

The Henrico County Division of Fire announces changes to the leaf burning ordinance. Leaf burning is allowed in areas where there is no scheduled leaf pick up. Effective immediately, these areas may burn leaves from 8 a.m. until 8 p.m. through February 14, and from 4 p.m. until 8 p.m. from February 15, through April 30, 1999.

If residents have questions or concerns regarding the new ordinance, they may stop by their neighborhood fire station or call 501-4900.

Due to the Veteran's Day and Thanksgiving holidays, the Henrico County Board of Supervisors will meet on the second and fourth Tuesdays in November rather than the regularly scheduled Wednesdays.

The board will meet on Tuesday, November 10 and again on Tuesday, November 24. Both meetings will begin at 7 p.m. in the Board Room, Henrico Government Center, Parham and Hungary Spring roads. Board meetings are open to the public.

"Critical Transportation Issues of the Richmond Metropolitan Area" is the discussion topic of Fairfield District Supervisor Frank Thornton's next constituent meeting on Monday, November 2, at 7 p.m., at the Eastern Government Center, 3820 Nine Mile Road.

"Transportation is a quality of life that affects everyone," Thornton said. "We want to be sure that we fully understand our residents' concerns regarding transportation and inform them of upcoming improvements." he said.

Thornton encourages public participation and in an effort to reach as many citizens as possible, asks each participant to invite three other people to join the meeting.

The National Association of Counties (NACo) has appointed eleven county officials to serve on the association's policy steering committees.

Henrico Board of Supervisors' Chairman and Three Chopt District Supervisor David A. Kaechele will serve on the Taxation and Finance Committee; Varina District Supervisor James B. Donati, Jr. will serve on the Community and Economic Development Committee; Brookland District Supervisor Richard W. Glover will serve on the Intergovernmental Relations Committee; Vice Chairman and Tuckahoe District Supervisor Patricia S. O'Bannon will serve as Vice Chair of the Transportation and Telecommunications Committee's Telecommunications Subcommittee; Fairfield District Supervisor Frank J. Thornton will serve on the Human Services and Education Committee; County Manager Virgil R. Hazelett, P.E. will serve on the Justice and Public Safety Committee; Deputy County Manager George T. Drumwright, Jr. will serve on the Health Committee; Deputy County Manager Harvey L. Hinson will serve on the the Environment, Energy, and Land Use Committee; Deputy County Manager Leon T. Johnson will serve on the Labor and Employee Benefits Committee; Deputy County Manager Robert K. Pinkerton will serve on the Public Lands Committee; and Director of the Capital Area Training Consortium Rosalyn D. Key will serve as Vice Chair of the Employment Committee's Dislocated Workers Subcommittee.

NACo is the only national organization representing county governments in the United States. Its goals are to improve county government, act as liaison with other levels of government, serve as the national spokesperson for counties, and to advance public understanding.

NACo's steering committees are the policy makers of the association. Fifty to 60 county officials comprise each steering committee, which meet throughout the year to examine issues that are critical to local government. Their county legislative recommendations, if approved, become part of the American County Platform, which helps in representing counties to the United States Congress and White House.

"Seniors Staying Safe in Henrico" is the topic of Vice Chairman and Tuckahoe District Supervisor Pat O'Bannon's next town meeting on Monday, November 2, at 4 p.m., at Tuckahoe Branch Library, 1700 Parham Road.

"Consumer fraud, theft and other public safety issues often impact our senior citizens," O'Bannon said. "We want all of our seniors to come out for afternoon tea and cookies while representatives from our Division of Police teach them how to protect themselves and their loved ones during the holiday season and throughout the year," she said.

O'Bannon's monthly town meetings are open to the public.

Henrico County Mental Health Services invites area youth to join Henrico Youth Impact (HYI), a group comprised of high school students from throughout the county who meet twice a month to develop leadership skills and provide community support through team service projects.

Members meet every 1st and 3rd Tuesday of the month from October through May, from 6 to 7:30 p.m. at the Belmont Park Recreation Center, 1600 Hilliard Road.

Membership is open to all high school students who reside in Henrico. The program provides students with an avenue for gaining community service credit hours and volunteer credit for college enrollment. Henrico County's Department of Public Works advises that on Saturday, November 7, between 9 a.m. and 12 noon, Huguenot Road northbound, including the northbound lane of Huguenot Bridge, will close between Chippenham Parkway and Three Chopt Road due to a marathon in the vicinity.

Northbound motorists will be diverted from the Huguenot Bridge to the Edward Willey Bridge. Southbound motorists will not be affected. Traffic on other bridge crossings and roadways within the City of Richmond may also experience temporary road closures or delays during the marathon.

Henrico County's Department of Public Utilities is holding an informational open house about the new water treatment facility which will be constructed at the southeast corner of Gaskins and Three Chopt roads. The open house will be Thursday, October 29, from 5 to 8 p.m., at Harry F. Byrd Middle School, 9400 Quioccasin Road.

Public Utilities staff will be present to answer questions and discuss plans for the project. Construction will begin next year.

The meeting is open to the public.

The Henrico County Department of Public Works will hold an informational meeting to present alternatives for the Church Road Widening, Pump Road Relocation, Pump Road/Church Road Intersection Relocation Project, and John Rolfe Parkway between Ridgefield Parkway and West Broad Street.

This public meeting is in response to residents' input and is scheduled for Thursday, October 29, from 7:30 to 10:30 p.m., at the Mills Godwin High School Auditorium, 2101 Pump Road. Tuckahoe and Three Chopt residents may be especially interested in this information regarding alternatives and the latest developments.

The Henrico County Division of Police will hold a rabies clinic on Saturday, October 31, from 9 a.m. to 3 p.m., in the 4-H Building, at the State Fairgrounds at Strawberry Hill, Gate 4.

Rabies shots are required for dogs and cats four months old and older. Shots cost $6 each and come with a certificate of inoculation. Dog tags may also be purchased for $10.

The Henrico County General District Court Judges have appointed Lawrence G. Sprader as Clerk of Court.

Sprader, who succeeds retired Clerk of Court Beverly C. Higgins, was Clerk of the Isle of Wight General District Court and Deputy Clerk in Sussex and Petersburg. From 1967 through 1991, he served in the U.S. Army and earned an Associates Degree in Business Administration from Saint Leo College.

The Virginia Government Finance Officer's Association named Henrico County's Department of Finance a first place winner for its program titled "Local Vehicle License" at the annual conference held in Richmond this year.

This program involves combining local vehicle decal fees with the personal property bill to reduce costs of notifications, billings, collection procedures, substations, and lock box services. The department estimates annual savings to be more than $124,000 for the county, and an additional $28,000 for Henrico's citizens.

"This is a great honor," says Forrest Matthews, director of finance. "This award is designed to recognize the efforts of Virginia governmental finance organizations who improve the delivery of services to their customers and we are pleased that our innovative program was acknowledged," he said.

"The State and Vision of Henrico in the Year 2000" will be the topic of Fairfield District Supervisor Frank Thornton's next constituent meeting on Monday, October 12, at 7 p.m., in the Sun Room at Belmont Recreation Center, 1600 Hilliard Road.

County Manager Virgil R. Hazelett, P.E., will be the guest speaker, and will present issues that may affect the county in the year 2000.

"The turn of the century is right around the corner," said Thornton, "and that will bring changes. We want our residents to have the opportunity to ask questions and voice their concerns to me, and to the county manager, about what we can expect in Henrico during the year 2000."

Thornton encourages public participation at his constituent meetings, and asks that each person planning to attend bring along three others.

Henrico County Department of Public Works advises motorists that on Saturday, October 10, between 6:45 and 10 p.m., the eastbound lane of West Broad Street between Willow Lawn and DMV Drives will be closed due to the Autumn Harvest Parade.

The parade will also travel along Staples Mill Road between West Broad Street and Augusta Avenue before disbanding at The Shops at Willow Lawn.

Motorists should expect heavy traffic delays, and are advised to use Monument Avenue as an alternate route.

The Henricopolis Soil and Water Conservation District (SWCD) has hired John E. Hanneman as a Conservation Specialist for the district. Hanneman is a graduate of the University of Virginia and has eleven years experience in agriculture, and four years in industry.

The district works with Henrico County residents to implement the conservation needs of both the agricultural and urban sectors.

Henricopolis SWCD has also re-appointed Gatewood Stoneman to serve as a director on the board for an additional three-year term.

Stoneman was recently awarded the Outstanding Friend of Virginia Agriculture Award by the Friends of the Industry of Agriculture. She was appointed to the Virginia Board of Agriculture and Consumer Services and is past president of the Henrico County Farm Bureau.
