The Henrico County Extension Office is inviting citizens to join the LawnKnowers program that will teach easy lawn care practices.

The practices include soil testing, proper fertilization, correct mowing and watering, and weed control.

LawnKnowers' members receive an analysis of their personal lawn, customized plans to improve their lawn, and a series of lawn care publications.

Citizens may pick up an application at the Extension Office, 8600 Dixon Powers Drive, or call 501-5160.

The Henrico County Extension Office is offering spring lawn care clinics that will include tips and techniques to create healthy lawns.

Henrico Extension Agent Charles Curry will conduct the clinics on Thursday, March 4, from 7 to 8:30 p.m., at Glen Allen Library, 10501 Staples Mill Road, and again on Thursday, March 11, from 7 to 8:30 p.m., at Gayton Library, 10600 Gayton Road.

Citizens may register to attend one of the free clinics by calling 501-5160.

The Virginia Association of Counties (VACo) has appointed eight Henrico County officials to serve on each of the association's 1999 steering committees.

Board Chairman and Tuckahoe District Supervisor Patricia S. O'Bannon will serve on the Telecommunications and Utilities Committee; Board Vice Chairman and Fairfield District Supervisor Frank J. Thornton will serve as Vice Chairman of the Education Committee, and will also serve on the Resolutions Committee; Varina District Supervisor James B. Donati, Jr. will serve on the Administration of Government Committee; Brookland District Supervisor Richard W. Glover will serve on the Community Development and Planning Committee; Three Chopt District Supervisor David A. Kaechele will serve on the Finance Committee; Deputy County Manager George T. Drumwright, Jr., will serve on the Health and Human Services Committee; Deputy County Manager Harvey L. Hinson will serve on the Environment and Agriculture Committee; and Deputy County Manager Robert K. Pinkerton will serve on the Transportation Committee.

Steering committee members assist with the analysis of statewide issues as they affect Virginia's annual legislative program, as well as provide policy direction on issues rising from legislative study committees and state regulatory agencies.

Herbert L. Dunford, Jr. was re-elected Chairman of the Henricopolis Soil and Water Conservation District for 1999. Vice-Chairman Robert A. Brewster, II, and Secretary-Treasurer Charles K. Curry were re-elected also.

The new appointed committee chairmen are: Gatewood H. Stoneman, agriculture and education; Robert J. Dahlstedt, finance and investment; Donald O. Campen, Jr., legislative; Robert A. Baird, personnel; Hugh S. Harris, public relations; and Robert A. Brewster, II, operations and urban/forestry.

The Local Government Advisory Committee (LGAC) appointed Henrico County Board of Supervisors' Chairman and Tuckahoe District Supervisor Patricia S. O'Bannon, and Deputy County Manager Harvey L. Hinson, to represent Virginia for a four-year term.

The LGAC advises the Chesapeake Executive Council, and works to increase local governments' awareness of the challenges confronting Chesapeake Bay protection and restoration. LGAC consists of members from Maryland, Pennsylvania, Virginia, and the District of Columbia.

Henrico County reminds residents that the Government Center, located at 4301 E. Parham Road, and the Eastern Government Center, located at 3820 Nine Mile Road, will be open on Presidents' Day, Monday, February 15.

The 1999 vehicle decals must be displayed by midnight, February 15, and the office will be open from 8 a.m. until 4:30 p.m.

Personal property taxes must be paid before decals will be issued, and residents are encouraged to pay their past due personal property taxes now, to avoid long lines near the deadline.

Varina District Supervisor Jim Donati will discuss Henrico County Schools and the Standards of Learning (SOL) tests at his next town meeting on Monday, February 15, at 7 p.m., at the Eastern Government Center, 3820 Nine Mile Road.

School Superintendent Mark Edwards and Varina Magisterial District School Board Representative Hugh Palmer will join Donati in explaining the county's SOL tests status, alternative elementary schools, and possible parent involvement.

"This is a topic that many are interested in," Donati said. "People have questions about the SOL tests and how they really affect Henrico's school children. Those questions and concerns will be answered at this meeting," he said.

Donati generally holds meetings the third Monday of each month. The meetings are open to the public.
