The National Association of Home Builders' State and Local Government Affairs Committee selected Henrico's Deputy County Manager for Special Services Angela N. Harper, 1998 Local Official of the Year for the northeast region.

Nominated by the Home Builders Association of Richmond, Harper won over dozens from Maine to Virginia, for her Development Timetables Project.

Harper's project is designed to improve the development review process, resulting in change to subdivision and zoning ordinances, policies and the role of the Planning Commission.

"I was very surprised to be nominated and elated to be selected. However, the Development Timetables Project was the idea of the County Manager, Virgil Hazelett, P.E. His support has helped to make this project possible, and this award needs to be shared with him ," said Harper.

Henrico County's Department of Finance reminds residents that 1999 vehicle decals must be displayed by midnight, February 15.

To avoid long lines, residents can receive their decals by mail by paying their past due personal property taxes now. Residents can mail their payment, postmarked no later than February 4, or make payments at the Western Government Center Administration Building, 4301 E. Parham Road, or the Eastern Government Center, 3820 Nine Mile Road. Deposit boxes are mounted on the front of each building for 24-hour use.

Residents who are unable to make their payment by Thursday, February 4 must pay in person at the Western Government Center, and pick-up their decals at time of payment.

"ABC's of Planning & What You Should Do About Y2K" is the topic of Fairfield District Supervisor Frank Thornton's next constituent meeting on Monday, February 8, at 7 p.m., at the Henrico County Training Center, 7701 E. Parham Road, Rooms 2031 and 2032.

"Many are concerned about Y2K and how to best prepare," Thornton said. "The Henrico County Planning and Information Technology staff will be present to answer questions and help concerned residents to feel more relaxed about the new millennium," he said.

Thornton encourages public participation and in an effort to reach as many citizens as possible asks each participant to invite three other people to join the meeting.

The Henrico County Division of Police will hold a rabies clinic on Saturday, February 6, from 9 a.m. to 3 p.m., at the Equine Show Office, Gate 2, at the State Fairgrounds at Strawberry Hill.

Rabies shots are required for dogs and cats four months old and older. Shots cost $6 each and come with a certificate of inoculation. Dog tags may also be purchased for $10.

Last night, the Henrico County Board of Supervisors voted to permanently change its regular meeting schedule for 1999. Rather than meeting on the second and fourth Wednesdays of each month, the Board will now meet on the second and fourth Tuesdays.

This change is effective immediately. The next board meeting will be on Tuesday, January 26, at 7 p.m., in the Board Room, Government Center, Parham and Hungary Spring roads.

Last night, the Henrico County Board of Supervisors elected Tuckahoe District Supervisor Patricia S. O'Bannon the chairman of the board for 1999; the Board elected Fairfield District Supervisor Frank J. Thornton as its new vice chairman.

The five-member board voted unanimously, O'Bannon and Thornton will maintain their positions as chairman and vice chairman until January, 2000.

O'Bannon, who is the first woman ever to serve as chairman and the first woman ever to be elected to the Henrico Board of Supervisors, is now beginning the fourth year of her first term. She was formerly an English teacher at Douglas Freeman High School, the community news editor for Richmond Suburban Newspapers, and a development associate with Central Virginia's Public Broadcasting. She is an Independent Republican, and is a member of the River Road Baptist Church, the Virginia Press Woman's Association, and the Board of Trustees of the Henricus Foundation. O'Bannon is a graduate of Virginia Commonwealth University.

Thornton is also starting the fourth year of his first term, and is Assistant Professor of French at Virginia Union University. He was past President of Henrico County Civic League, member of Big Brothers - Big Sisters of Greater Richmond, and recipient of "Teacher of the Year Award" at Virginia Union University. Thornton is a member of Henrico County Democratic Committee, Sixth Street Mount Zion Baptist Church and is a graduate of Virginia Union University and The American University.

The County of Henrico Department of Social Services is offering a free, eight-week class for people interested in becoming foster parents. The first class will be Tuesday, January 26, from 7 to 9 p.m., in the Human Services Building, 8600 Dixon Powers Drive.

Foster parents are especially needed for abused or neglected children, and teenagers.

The Henrico Youth Development Committee and the University of Richmond's Jepson School for Leadership Studies, co-sponsors of the third annual Outstanding Youth Awards program, are accepting award nominations through February 27. The awards program recognizes young people, ages 12 through 18, who have provided noteworthy volunteer service throughout the community.

Anyone interested in nominating a youth for this award may pick up the appropriate form from any Henrico high school or middle school guidance counselor, or from any Henrico library.
