DATE: March 25, 1999 "How Community Development Block Grants Work" & "Citizen Empowerment: Neighborhood Planning in the Fairfield District" are the topics of Henrico's Vice Chairman and Fairfield District Supervisor Frank Thornton's next constituent meeting on Monday, April 5, at 7 p.m., at the Eastern Government Center, 3820 Nine Mile Road. "Many are excited about the possibility to build up some communities in the Fairfield district," Thornton said. "Henrico County Planning staff will be present to answer questions and help concerned residents to better understand block grants and neighborhood planning," he said. Thornton encourages public participation and in an effort to reach as many citizens as possible asks each participant to invite three other people to join the meeting. DATE: March 17, 1999 Supervisor Jim Donati invites residents to a public meeting on Thursday, March 25, at 7 p.m., at Varina High School, 7053 Messer Road. The topic is "Growth: Effective Strategies for Protecting Land and Limiting Growth." This public meeting is in response to residents' concern about the loss of farmland, forest and open spaces in eastern Henrico County. Virginia Beach Agricultural Department representatives will attend, to highlight their Agricultural Reserve Program, and present strategies for protecting land and managing growth. Citizen input is important. Supervisor Donati, North Airport Drive Civic Association, Varina Beautification Committee, Varina Environmental Protection Group, and the Sierra Club are the sponsors of this meeting. DATE: March 11, 1999 The Keep Henrico Beautiful Committee, Henrico Extension Office, and Lewis Ginter Botanical Garden will conduct a spring composting workshop on Saturday, March 27, from 9 a.m. to 12 noon, at Lewis Ginter Botanical Garden, 1800 Lakeside Avenue. Registration is free, but is required and limited. The Botanical Garden will waive the entrance fee for pre-registered participants, who may tour the grounds after the workshop. DATE: March 10, 1999 "Why You're Lucky to be a Henrico Taxpayer - A Revealing Comparison of Your County and Other Virginia Localities" is the topic of Chairman and Tuckahoe District Supervisor Patricia S. O'Bannon's next town meeting on Wednesday, March 24, at 7 p.m., at Gayton Public Library, 10600 Gayton Road. "We're excited! Henrico County is one of only a dozen counties in the nation to hold AAA bond ratings from all three investor service groups," O'Bannon said. "We're inviting residents to join me and Director of Finance W. Forrest Matthews, Jr. to learn how Henrico's tax rates stack up to the rates of other comparably sized Virginia localities," she said. O'Bannon's monthly town meetings are open to the public. DATE: March 8, 1999 Henrico general government and school administrations will host the 42nd annual Student Government Day on Tuesday, March 16. Nearly 100 students from Henrico's eight high schools will participate as counterparts to administration officials. "The event gives students first-hand involvement with real, everyday situations that happen in local government," said Public Information Director Coral Gills. "Each student has a specific role within the government structure, and will 'shadow' his or her counterpart throughout the day," she said. Students will assume the roles of the board of supervisors and the school board, as well as the county manager, school superintendent, police chief, fire chief, constitutional officers and department heads throughout Henrico County. At 2 p.m., the students will conduct a mock board of supervisors' meeting in the Board Room, Government Center, Parham and Hungary Spring roads. Student Government Day is sponsored by the Kiwanis Clubs of North Richmond, Tuckahoe and West Henrico. DATE: March 5, 1999 Varina District Supervisor Jim Donati's next town meeting, "The State and Vision of Henrico in the Year 2000," will take place on Monday, March 15, at 7 p.m., at the Glen Echo Building, 3810 Nine Mile Road. County Manager Virgil R. Hazelett, P.E., will be the guest speaker and will discuss issues that may affect the county in the year 2000. "The turn of the century is right around the corner, and it will bring changes," Donati said. "We want our residents to have the opportunity to ask questions and voice their concerns to me, and to the County Manager, about what we all can expect in the year 2000," he said. Donati generally holds town meetings the third Monday of each month. The meetings are open to the public. DATE: March 3, 1999 Henrico County Department of Public Works advises motorists that on Sunday, March 14, West Broad Street between Horsepen Road and Willow Lawn Drive will be closed to eastbound traffic from 1 to 5 p.m., for the St. Patrick's Day Parade. Horsepen Road between Dartmouth Road and West Broad Street will also be closed. Motorists should expect heavy traffic and detours in the area.
