James River Juvenile Detention Commission Chairman and Henrico County's Deputy County Manager for Community Services George T. Drumwright, Jr. has appointed Patricia Fugate Carrington as Superintendent and Director of the James River Juvenile Detention Center, effective January 3, 2000. Carrington will oversee the operations of the 60-bed facility, which is currently under construction. The facility, located in Powhatan County, will serve Goochland, Henrico and Powhatan counties.

Carrington earned a bachelor's degree in Social Welfare from Virginia Commonwealth University and is the past president of the Virginia Court Service Unit Director's Association. Since 1990, Carrington has served as the Probation Administrator for the Department of Juvenile Justice, 12th District Court Service Unit, Chesterfield County. She has also worked part-time as a Child Care Worker for the Henrico Detention Home since 1984.

In her new role, Carrington will report to the Commission Board, which is comprised of representatives from Goochland, Henrico and Powhatan counties.

Henrico County Manager Virgil R. Hazelett, P.E. appointed Michael D. Bingham as Superintendent of the Henrico County Juvenile Detention Home effective January 5, 2000. Bingham replaces John W. Mootz, who has served as superintendent since 1980, and will retire the end of this year.

In 1990, Bingham began his career with Henrico as a Child Care Worker, and was later promoted to Detention Outreach Worker. He has served as the Assistant Superintendent of Operations for the detention home since 1995. Bingham is a graduate of Virginia Union University and holds a Virginia State Certification in Law Enforcement.

"Bingham has big shoes to fill, but Henrico is delighted he has accepted this position; I know he will do an outstanding job," said Deputy County Manager for Community Services George T. Drumwright, Jr.

Henrico's Varina District Supervisor Jim Donati will host a town meeting to explain the "Thirteen City/County Comparison" on Monday, November 29, at 7 p.m., at the Eastern Government Center, 3820 Nine Mile Road.

The Henrico County Director of Finance Forrest Matthews and members of his staff will discuss a recent survey of major local revenue sources in 13 Virginia cities and counties for fiscal year 1999-2000, as well as changes to the Real Estate Tax Relief Program for elderly and disabled residents.

"This meeting is an opportunity for the general public to learn how localities are funded; a lot of information will be presented, so it should be a very enlightening discussion," Donati said.

Donati generally holds town meetings the third Monday of each month. The meetings are open to the public.

The Henrico County Extension Office is sponsoring the 4-H "Share the Fun" talent show on Saturday, December 4, at 2 p.m., at John Rolfe Middle School, 6901 Messer Road.

"Share the Fun" is an opportunity for area youth to showcase their talents in one of the following six categories: vocal, instrumental, dance, drama, variety and combination. The contestant categories are juniors, ages 9-13, and seniors, ages 14-19. The registration deadline is November 29.

National Association of Counties' (NACo) President Dr. C. Vernon Gray has appointed three Henrico County officials to key positions within the organization.

Henrico County Board Chairman and Tuckahoe District Supervisor Patricia S. O'Bannon will serve on the Telecommunications Task Force. This task force will address telecommunications access in rural areas, taxation and how to keep county officials abreast of issues and developments within the industry.

Vice Chairman and Fairfield District Supervisor Frank J. Thornton will serve on the newly created Presidential Task Force on Economic Development.

The purpose of this 28-member task force is to use successful county initiatives and exemplary programs as a model to assist other counties that are struggling economically through a series of publications, hearings and the creation of an Economic Development Handbook.

Gray appointed Deputy County Manager Angela N. Harper to NACo's Sustainability Leadership Team (SLT) due to her expertise on the subject. The team's purpose is to help counties build sustainable communities and achieve a livable future. The SLT is a vital component of NACo because it plays a key role in communicating the concepts of sustainability both inside and outside the association.

NACo is the only national organization representing county governments in the United States. Its goals are to improve county government, act as a liaison with other levels of government, serve as the national voice for counties, and to advance public understanding.

Henrico County Board Chairman and Tuckahoe District Supervisor Patricia S. O'Bannon has been elected to membership in the University of Richmond's Circle of Omicron Delta Kappa (ODK). ODK is a national honor society, which recognizes outstanding leadership among college students, faculty, alumni and community leaders. O'Bannon was selected based on her achievements as a member of Henrico's Board of Supervisors as well as her involvement with other civic activities throughout the metropolitan Richmond area.

O'Bannon serves on a number of local, state and national committees, including the Large Urban County Caucus (LUCC). LUCC works with the President and Congressional leaders to address issues related to large urban counties, and serves as a catalyst for improving the quality of life for urban county residents. Furthermore, Gov. James S. Gilmore appointed O'Bannon to two state posts including the Local Government Advisory Committee to the Chesapeake Bay, and the Workforce Investment Council.

"Funding Henrico's Transportation System - What County Citizens Need to Know" is the topic of Board Chairman and Tuckahoe District Supervisor Pat O'Bannon's next town meeting on Wednesday, November 17, at 7 p.m., at the Byrd Middle School Library, 9400 Quioccasin Road.

Director of Public Works Bob Thompson will join O'Bannon in leading the program and answering questions. O'Bannon encourages anyone interested in learning more about transportation funding to attend.

"Regional development, including transportation issues, impacts many Henrico residents both directly and indirectly," said O'Bannon, "as a result, this topic is a growing area of interest for people throughout the metropolitan area."

Henrico County's Department of Public Works advises motorists that on Saturday, November 13, between 8 and 11 a.m., Huguenot Road northbound, including the northbound lane of the Huguenot Bridge, will close between Chippenham Parkway and Three Chopt Road due to a marathon in the vicinity.

Northbound motorists will be diverted from the Huguenot Bridge to the Edward Willey Bridge. The marathon will not affect southbound motorists. Traffic on other bridge crossings and roadways within the City of Richmond may also experience temporary road closures or delays during the marathon.
