Due to the inclement weather conditions, the Chairman of the Board of Supervisors indicated it would be hazardous for board members and Henrico County citizens to attend the regularly scheduled board meeting on Tuesday, January 25. Notice is hereby given that this regularly scheduled meeting is carried over to Tuesday, February 1, 2000. All items on the January 25 agenda will be heard on February 1, at the same time and same location.

The Chairman of the Planning Commission also deemed it hazardous for planning commissioners and Henrico County citizens to attend the regularly scheduled Planning Commission meeting on Wednesday, January 26. Notice is hereby given that this regularly scheduled meeting is carried over to Wednesday, February 2, 2000. All items on the January 26 agenda will be heard on February 2, at the same time and same location.

Henrico County Police and Progressive Insurance Company have joined forces to create a new public safety partnership. Progressive has donated two Ford Explorers to the county's Motorist Assistance Program.

The Motorist Assistance Program helps disabled motorists, gives demonstrations on the proper installation of child safety seats, and directs traffic at special events, accidents, and other road hazards. The program has grown from four to 18 specially-trained volunteers since August 1997. Last year they provided more than 1,160 hours of service, giving police officers more time to concentrate on duties requiring police support.

The Henrico County Planning Commission will hold a public hearing on the state fairgrounds relocation on Thursday, February 10, at 6 p.m., in the Government Center Board Room, located at Parham and Hungary Spring roads.

The Atlantic Rural Exposition, Inc. is proposing to rezone 320 acres at the intersection of I-295 and I-64, between Williamsburg Road (Route 60) and I-64 to relocate the state fairgrounds from its current location on Laburnum Avenue.

The Henrico County Board of Supervisors has elected Fairfield District Supervisor Frank J. Thornton chairman of the board for 2000, and Brookland District Supervisor Richard W. Glover as its new vice chairman. Thornton and Glover will maintain their new positions until January 2001.

Thornton, who is not only the first African-American elected to Henrico's Board of Supervisors but also the first to serve as chairman, is beginning his second four-year term. He is an Assistant Professor of French and former recipient of "Teacher of the Year Award" at Virginia Union University. Thornton is a member of Big Brothers-Big Sisters of Greater Richmond, Henrico County Democratic Committee, Sixth Street Mount Zion Baptist Church and was past President of the Henrico County Civic League. He is a graduate of Virginia Union University and American University.

Glover has served on the Board since 1988, and was Chairman in 1992 and 1996. He is a member of Hatcher Memorial Baptist Church, Henrico County Republican Committee, and serves on numerous committees for the Virginia Municipal League and the National Association of Counties.

The Henrico County Department of Public Works advises motorists that on Wednesday, January 12, and Thursday, January 13, Poplar Spring Road between Portugee Road and Charles City Road will close to traffic between 10 a.m. and 4 p.m.

Public Works crews will be upgrading the railroad crossing in that vicinity and will detour motorists around the construction area.

The Henrico County Department of Social Services is hosting a free, eight-week class for people interested in becoming a foster parent for a child or teenager.

Social Services will hold classes on Tuesdays beginning February 1, from 7 to 9 p.m., in the Human Services Building, 8600 Dixon Powers Drive.

The Keep Henrico Beautiful Committee is collecting recycled Christmas trees at several locations. People may drop off their tree at the following locations through January 8: Western Government Center lower parking lot, Parham and Hungary Spring roads; Eastern Government Center front parking lot, Nine Mile Road; and Lewis Ginter Botanical Garden front field, 1800 Lakeside Avenue.

In addition, Henrico residents can bring recycled trees to the Nuckols Road landfill and the Charles City Road landfill through the end of January. Attendants will be on duty to assist from 7:30 a.m. to 7 p.m.

Residents should remove all ornaments, tinsel, screws, nuts and bolts from trees prior to delivery at drop-off locations.

The Henrico County Extension Office is holding its annual strawberry and blueberry sale to support local 4-H youth programs. People interested in purchasing berries can pick up an order form from any Henrico library branch, or from the Extension Office, 8600 Dixon Powers Drive. Strawberry plants cost $6 for a bundle of 25, and blueberry bushes cost $3.50 each.

The Extension Office anticipates filling all orders received by February 23 and will process all orders received thereafter on a first-come first-served basis. Distribution will take place on Friday, March 17, and Saturday, March 18, at the Glen Allen Softball Complex on Mountain Road.
