Henrico County's Department of Public Works advises motorists that on Monday, June 19, a section of Mill Road will temporarily close for construction of the Pocahontas Parkway (Interstate 895). Construction will take approximately 13 months.

An alternate route for motorists traveling near Mill and Wilton Roads is Osborne Turnpike, which will reopen on or before June 15. Mill Road will not close until the school year ends and Osborne Turnpike reopens.

The Pocahontas Parkway and bridge, when completed, will connect Chippenham Parkway at Interstate 95 to Laburnum Avenue and Interstate 295, east of Richmond International Airport.

A team of Henrico County Water Reclamation Facility employees won the Division II championship at the annual Operations Challenge at the Virginia Water Environment Association (VWEA) meeting on May 9 in Roanoke. Team members representing Henrico competed in events including pipe repair, safety and laboratory problems.

Their victory earns them the privilege to compete at the Water Environment Federation National Conference in Anaheim, California on October 16 and 17. Members of the winning team include Bob and Sandy Gusti, Carol Isenhour, Calvin Minor, David Ogburn and team captain Jeff Parks.

"Winning the award was such a big surprise, especially because our team was brand new," said team coach Sandy Gusti. "We are so proud of our accomplishment," she added.

Board Chairman and Fairfield District Supervisor Frank Thornton will host a free bus tour of historic landmarks and sites of interest in the Fairfield District for his next constituent meeting on Monday, June 12. The bus will depart the Henrico High School parking lot, 302 Azalea Avenue, promptly at 6:30 p.m. The program will conclude at the same location.

"This tour is a unique opportunity for Henrico residents to see some of Henrico County's treasures and witness the positive changes in the community firsthand," Thornton said.

The Henrico County Division of Police will hold a rabies clinic on Saturday, May 13, from 8 a.m. to 2 p.m., at gate four of the Richmond International Raceway Complex (formerly state fairgrounds at Strawberry Hill).

Shots cost $6 each and come with a certificate of inoculation and a rabies tag. Dog owners may also purchase a license for $10 at the clinic but must show proof of rabies inoculation. All dogs and cats ages 4 months and older are required to have a rabies shot.

Henrico Deputy County Manager Angela N. Harper has been selected as a Fellow by the American Institute of Certified Planners (AICP). Harper is among 82 certified planners in the country to receive recognition at the recent National Planning Conference. The AICP honored Harper for her individual achievement in the field of community planning and her significant contributions to society.

Election as a Fellow is one of the highest awards in the planning profession, and makes Harper a member of the College of Fellows, whose primary function is mentorship and advancement of the planning profession.

The AICP is the professional institute of the American Planning Association, which encourages planning at the local, state and national levels to develop communities and environments that more effectively meet the needs of society.

Harper joined Henrico County in 1971. Henrico County Manager Virgil R. Hazelett appointed Harper to her present position as Deputy County Manager for Special Services in 1997, making her the first woman ever to serve in that capacity with Henrico.

"Ms. Harper's election as a Fellow comes as no surprise, her talents and expertise have contributed to the progress of Henrico County," Hazelett said. "She is a consummate professional and very dedicated," he added.

Harper earned her undergraduate degree in political science from Memphis State University and a master's degree in planning and urban design from the University of Virginia. She is a 1988 graduate of the Leadership Metro Richmond program and serves on numerous professional planning boards and committees in addition to membership in several associations and civic organizations.

The Henrico County Extension Office is now accepting applications for the 4-H summer camp at the Jamestown 4-H Center in Williamsburg. The camp will take place from August 14 - 18, and is open to all boys and girls between the ages of nine and 13 (as of September 30, 2000).

A $145 fee includes lodging, meals, transportation, instructional classes, and use of all camp facilities. Campers will receive 24-hour supervision, sleep in modern cabins, eat in the dining hall, swim in the Olympic-sized pool, and canoe in the James River.

Extension staff is accepting applications on a first come, first-served basis. Once the camp reaches capacity, children will be placed on a waiting list.

Board Chairman and Fairfield District Supervisor Frank Thornton, and Varina District Supervisor Jim Donati will host a joint town meeting to present "Summer Recreation Programs for All Ages" on Monday, May 15, at 7 p.m., at the Eastern Government Center, 3820 Nine Mile Road.

Representatives from Henrico Recreation and Parks will join the discussion to present program opportunities and help answer questions.

"Henrico offers an abundance of interesting summer activities that you can participate in without ever having to leave the county," said Recreation and Parks Community Relations, Marketing and Publicity Supervisor Gary Boyd.

The meeting is open to the public; everyone is welcome to attend.
