DATE: October 31, 2000 National Association of Counties (NACo) president Jane Hague has reappointed Henrico Deputy County Manager Angela N. Harper to the Sustainability Leadership Team. Hague has also asked Harper to chair the Smart Growth Subcommittee, which assists officials in urban, suburban and rural counties to assume leadership roles in smart growth strategies, and tackles issues such as intelligent transportation and attainable housing. Harper joined Henrico County in 1971. County Manager Virgil R. Hazelett, P.E. appointed Harper to her current position as Deputy County Manager for Special Services in 1997, making her the first woman to serve Henrico in that capacity. NACo is the only national organization representing county governments in the United States. Its goals are to improve county government, act as a liaison with other levels of government, serve as the national voice for counties, and to advance public understanding. DATE: October 30, 2000 Board Chairman and Fairfield District Supervisor Frank Thornton will address "Winter-related Power Outages and the Future Effects of Deregulation" on Monday, November 13, at 7 p.m., in the Eastern Government Center multipurpose room, 3820 Nine Mile Road. Representatives from Henrico County government, Dominion Virginia Power and the State Corporation Commission will join Thornton to outline the issues and answer questions. Thornton's town meeting is open to the public; he encourages anyone interested in the topic to attend. DATE: October 30, 2000 Henrico Deputy County Manager Harvey L. Hinson, 58, is a bona fide softball sensation. Active for the past 40 years as a player, manager and umpire, Hinson knows every facet of the game. Hinson recently helped capture the Independent Softball Association (ISA) National Championship in Las Vegas as a member of the Thomas Engineering softball team. Sweeping 11 senior softball tournaments and five world and national championships in a single season, his team now ranks as the world's top senior team in the 55 Division. However, Hinson's greatest thrill is to play with his sons; Jeff, 28; Jason, 25; Brett, 16, and son-in-law Greg Orlosky, 29, on another softball team. Hinson is also a dedicated and valuable Henrico County employee. Beginning his career in 1961 as a part-time engineer's aide, Hinson has served as Deputy County Manager for Community Development since 1992. Earning both his bachelor's and master's degree from Virginia Commonwealth University, Hinson serves on countless committees for professional and community organizations, and is a 1997 graduate of Leadership Metro Richmond. DATE: October 24, 2000 Henrico is developing a watershed management program to improve and preserve the quality of the county's streams. Now through the end of the year, contracted teams of two or three assessors will be walking the stream channels throughout the county to determine their condition. DATE: October 23, 2000 The Henrico Extension Office is now accepting applications for the 2001 Master Gardener training program. Master Gardeners are dedicated volunteer educators who provide information on lawns, trees, shrubs, vegetables, and pest management practices. Participants receive extensive environmental horticulture training through the Virginia Cooperative Extension (VCE). Following the classroom instruction, participants complete a 50-hour internship with the Extension Office conducting public education programs. Committed volunteers continue to teach throughout the community after finishing the program. Training classes will meet every Wednesday and Friday from 9 a.m. until 12:30 p.m. Classes begin January 31 and run through March 30, 2001. There is a $90 fee for training materials. The application deadline is December 1. VCE is an educational service open to all people regardless of race, color, religion, sex, age, national origin, handicap, or political affiliation. People with disabilities or who may require special services or accommodations should contact the Extension Office by November 15. DATE: October 19, 2000 Henrico County's Bond Referendum 2000 will be the topic of discussion at Tuckahoe District Supervisor Pat O'Bannon's town meeting on Wednesday, November 1, at 7 p.m., in the Maybeury Elementary School cafeteria, 901 Maybeury Drive. Representatives from Henrico's Division of Finance, Schools, Public Works, Libraries, Fire, and Recreation and Parks will join O'Bannon to describe the bond projects and answer questions. On Tuesday, November 7, Henrico voters will choose whether to approve the referendum. If approved, these general obligation bonds will allow the county to finance projects that have no alternative source of funding. DATE: October 10, 2000 Tuckahoe District Supervisor Patricia S. O'Bannon has been named vice chair of the National Association of Counties' (NACo) inaugural Telecommunications and Technology Steering Committee by NACo President Jane Hague. O'Bannon is one of three in the nation selected for this position and will serve a one-year term. The Telecommunications and Technology Steering Committee will analyze the complex issue of technology and its effect on society. Equal in importance, the committee will weigh individual rights to access information versus privacy issues as it relates to emerging technologies, such as the Internet. "Our goal is to stay ahead of the technology curve, evaluate its local impact, and advise state and federal governments," said O'Bannon. NACo's steering committees form the policy-making arm of the association. Each committee is comprised of county officials who examine issues critical to local government and make recommendations on legislative policies and goals before Congress and the White House. NACo is the only national organization representing county governments in the United States. DATE: October 9, 2000 Henrico County's Department of Public Works advises motorists to expect delays on Friday, October 20, beginning at 6:30 p.m., around Highland Springs High School due to the school's homecoming parade. The parade will form at South Cedar Avenue between Nine Mile Road and Jerald Street, travel eastbound on Nine Mile Road, turn right on Oak Avenue, and into Highland Springs High School. Public Works will detour eastbound traffic on Nine Mile Road to Beech Avenue, Vine Street and Quince Avenue. The parade will not affect westbound traffic on Nine Mile Road; however, motorists in the vicinity should expect delays. DATE: October 5, 2000 Varina District Supervisor Jim Donati will host a town meeting to address "Fire Safety in the Home," on Monday, October 16, at 7 p.m., at the Eastern Government Center, 3820 Nine Mile Road. Lt. Doug Reynolds from Henrico County's Division of Fire will accompany Donati to discuss the importance of smoke detectors and home escape plans as well as answer questions. October is also National Fire Prevention Month. "This meeting is an excellent opportunity for people to learn how to make their homes more safe," said Donati. Donati regularly holds town meetings the third Monday of each month. The meetings are open to the public; everyone is encouraged to attend. DATE: October 4, 2000 Henrico County Department of Public Works advises motorists that on Saturday, October 14, between 6:45 and 10 p.m., the eastbound lane of West Broad Street between Willow Lawn and DMV drives will be closed due to the Autumn Harvest Parade. The parade will travel along Staples Mill Road between West Broad Street and Augusta Avenue before disbanding at The Shops at Willow Lawn. Motorists should expect heavy traffic delays, and are advised to use Monument Avenue as an alternate route. DATE: October 3, 2000 Board Chairman and Fairfield District Supervisor Frank Thornton will host an informational meeting about the Richmond International Raceway (RIR) on Wednesday, October 11, at 7 p.m., in the Laburnum Elementary School cafeteria, 500 Meriwether Avenue. Representatives from RIR will join Thornton to discuss future plans for the raceway and its impact on the community. Thornton's meetings are open to the public; he encourages anyone interested in learning more about the raceway to attend.
