Fairfield District Supervisor Frank Thornton will address "Transportation Challenges in the Region" at his next constituent meeting on Monday, March 12, at 7 p.m., at the Belmont Recreation Center, 1600 Hilliard Road.

Representatives from Public Works including Director Bob Thompson will join Thornton to discuss county transit services and road projects in northern Henrico as well as answer questions.

Thornton encourages anyone with public transportation questions to attend. The meeting is free and open to the public.

County Manager Virgil R. Hazelett, P.E. announced today that Arthur D. Petrini will be Henrico's new director of Public Utilities effective March 21.

Petrini, who will succeed former Director Patrick J. Brady, is currently the executive director of the Rivanna Water and Sewer Authority and Solid Waste Authority in Charlottesville. He is the former director of Public Utilities for New London, Connecticut, and sanitary engineer for the City of Milford, Connecticut. He earned both his bachelor's degree in civil engineering and his master's degree in environmental engineering from the University of Connecticut. Petrini is also a registered Professional Engineer in Virginia, and possesses a Waste Management Facility Operator's License.

"I am very pleased that Mr. Petrini will be joining Henrico County as our director of Public Utilities," said Hazelett. "He has exceptional qualifications, and will be a strong leader for this diverse, 348-member staff," he said.

Henrico County's former Assistant Director of Public Utilities Frank L. Miller, Jr. has been acting director for the department since Brady's retirement in December 1999. Although he, too, officially retired in January, Miller has stayed on with the county in a consulting capacity until a new director could be named.

The Virginia Association of Counties (VACo) has appointed eight Henrico officials to serve on the association's steering committees for one-year terms.

Henrico County Board Chairman and Brookland District Supervisor Richard W. Glover will serve on the Community Development and Planning Steering Committee; Board Vice Chairman and Varina District Supervisor James B. Donati, Jr. will serve on the Administration of Government Steering Committee; Fairfield District Supervisor Frank J. Thornton will serve on the Education Steering Committee; Three Chopt District Supervisor David A. Kaechele will serve on the Finance Steering Committee; and Tuckahoe District Supervisor Patricia S. O'Bannon will serve on the Telecommunications and Utilities Steering Committee. Deputy County Manager George T. Drumwright, Jr. will serve on the Health and Human Services Steering Committee; Deputy County Manager Harvey L. Hinson will serve on the Environment and Agriculture Steering Committee; and Deputy County Manager Robert K. Pinkerton will serve on the Transportation Steering Committee.

VACo provides local government members a resource network for planning and implementing new ideas and technologies. Steering committee members provide policy direction to VACo staff, monitor state and national legislative activities for changes affecting local governments and recommend an annual legislative program.

Henrico County has hired Laurie Crawford as the director of domestic violence services, a newly created position under the direction of Henrico Police Chief Henry Stanley. Crawford's role is to build partnerships within county agencies and with private organizations to increase services for people impacted by domestic violence. She is working with police to strengthen the county's response to the problem, provide educational services to officers, schools and other community members and develop model policies and protocol.

"We examined other domestic violence programs and compiled the best practices into our own," said Tuckahoe District Supervisor Pat O'Bannon, who facilitated this position. "We are extremely pleased to have Laurie serve as captain of the domestic violence program team."

Crawford received her degree in psychology from the University of Virginia and earned certification as a domestic violence trainer through the Department of Criminal Justice Services and Virginians Against Domestic Violence.

The Henrico County Division of Police will hold a rabies clinic on Saturday, February 24, from 9 a.m. to 3 p.m., at gate four of the Richmond Raceway Complex at Strawberry Hill.

Rabies shots cost $6 each and come with a certificate of inoculation and a rabies tag. Dog owners may also purchase a license at the clinic for $10 but must show proof of rabies inoculation. All dogs and cats ages 4 months and older are required to have a rabies shot.

Immediately following the rabies clinic, the Animal Protection Unit will conduct neighborhood surveys to ensure pet owners have complied with state and county laws by purchasing a rabies shot and dog license.

Tuckahoe District Supervisor Pat O'Bannon will discuss public transit services and road projects in western Henrico at her next town meeting on Wednesday, February 21, at 7 p.m., in the Byrd Middle School Library, 9400 Quioccasin Road.

Representatives from the Division of Public Works will join O'Bannon to detail county transit services and road projects as well as answer questions. "This enlightening discussion will provide an overview of a very timely subject," said O'Bannon.

Yesterday, Tuckahoe District Supervisor Patricia S. O'Bannon was named the winner of the 21st annual YWCA Outstanding Women Awards in the category of Government/Politics. The 2001 award recognizes O'Bannon's contributions to local, regional, state and national government.

Through her work on Henrico's Board of Supervisors and her dedication to other civic activities, O'Bannon has helped build bridges between the private and public sector, enhancing the quality of life for all members of the community.

O'Bannon was the catalyst in developing Henrico County's Domestic Violence Team, which pairs public and private organizations to help victims through the entire process and increase accountability of batterers. She worked diligently to create an improved system that documents and collects domestic violence data, has assisted in the development of training programs for various county agencies and supported the establishment of two shelters in Henrico. O'Bannon also serves on a number of local, state and national committees.

The YWCA will hold the Outstanding Women Awards luncheon on Friday, March 30, at the Richmond Marriott. The event will honor the achievements of 10 area women and help support the programs and services of the YWCA.
