DATE: January 31, 2001 Fairfield District Supervisor Frank Thornton will host a constituent meeting to discuss the "Future Implications of Voting Procedures and Redistricting in Henrico" on Monday, February 12, at 7 p.m., at the Eastern Government Center's Multipurpose Room, 3820 Nine Mile Road. Representatives from Henrico's Registrar's Office, Planning Department and the County Attorney's Office will join Thornton to present information and answer questions along with the Virginia Chapter of the American Civil Liberties Union. Thornton encourages everyone to attend. The meeting is free and open to the public. DATE: January 30, 2001 The Virginia Law Foundation (VLF) has inducted Henrico County Attorney Joseph P. Rapisarda, Jr. as a Fellow. Membership includes Virginia attorneys, law professors and retired members of the judiciary deemed outstanding in their profession and community by the VLF Board. Rapisarda is among the one percent of Virginia State Bar members given the Fellow distinction. Rapisarda began his career with Henrico County in 1977 as an assistant county attorney and assumed his current position in 1982. "Mr. Rapisarda's election as a Fellow comes as no surprise, his expertise and hard work have made an enormous impact on the success of Henrico County," said Henrico County Manager Virgil R. Hazelett. Rapisarda earned both his undergraduate degree in economics and law degree from the University of Virginia. He is a member of the Virginia Bar Association, Virginia State Bar, Local Government Attorneys of Virginia, Henrico County Bar Association and the City of Richmond Bar Association. DATE: January 25, 2001 The Henrico County Extension Office is holding its annual berry plant sale to support local 4-H youth programs. People interested in purchasing strawberry, blackberry and blueberry plants can obtain an order form from any Henrico library branch, or from the Extension Office, 8600 Dixon Powers Drive. Strawberry plants cost $6 for a bundle of 25, blackberry plants cost $4.50 each and blueberry plants are $3.50 each. The Extension Office expects to fill all orders received by February 21 and will process all orders received thereafter on a first-come first-served basis. Distribution will take place on Thursday, March 15, and Friday, March 16, at the Glen Allen Softball Complex on Mountain Road. Hazelett, P.E. announced the winner of the first annual Henrico Excellence in Public Service Award; he presented the inaugural award to Senior Personnel Analyst Hanna Fox. The award recognizes a general government employee who demonstrates the values and qualities that are the hallmark of public service in Henrico County. Fox will serve as an ambassador for the county throughout the next year. Fox, who began her Henrico career in 1977 as a clerk typist in Human Resources, now handles an array of employee hospitalization, benefits and retirement concerns. She was nominated by county staff and chosen over 3,300 other general government employees. "Hanna goes above and beyond on a regular basis. Employees not only trust her, but respect her advice and value her judgment and responsiveness to their individual situation," said Director of Human Resources George H. Cauble, Jr. DATE: January 23, 2001 The International Federation of Purchasing and Materials Management (IFPMM) has selected Henrico County Assistant Director of General Services Curtis L. Walsh as the winner of its inaugural Lewis E. Spangler Purchasing Professional Award. The honor recognizes leaders in the field of purchasing and materials management. "Curtis is a dedicated member of our staff; his knowledge and commitment to training at the national level is especially noteworthy," said Director of General Services Paul Proto. "His achievement is well-deserved." Walsh began his career with Henrico County in 1972 as a buyer and has served as one of four division heads in General Services since 1991. Walsh is responsible for supervising the Purchasing Office, Central Automotive Maintenance, Records Management and Employee Food Service. IFPMM is a union of more than 40 national purchasing associations worldwide, representing 200,000 purchasing professionals. The federation announced the award in conjunction with its annual council meeting in New Delhi, India. DATE: January 18, 2001 Henrico Public Works advises motorists that Skipwith Road between Hungary Spring Road and Forest Avenue is closed to through traffic due to a broken water line. Public Works expects to complete repairs and reopen the road by Friday evening, January 19. DATE: January 10, 2001 The Henrico County Board of Supervisors will begin its next board meeting on Tuesday, January 23, at 6 p.m., rather than the regularly scheduled time, 7 p.m. The meeting will begin with a public hearing for the State Fair Park Plan of Development (POD). Henrico supervisors typically meet on the second and fourth Tuesday of each month at 7 p.m., in the Government Center Board Room, located at Parham and Hungary Spring roads. DATE: January 8, 2001 The Joint Election Officials Liaison Committee has appointed Henrico County Electoral Board Chairman Ronald B. Chaney, Sr. to serve on a national task force. Chaney will study the elections process and recommend improvements to local, state and federal policy makers. The goal of the task force will be to identify changes necessary to restore public confidence and improve the integrity of the elections process. Chaney is the only task force representative from Virginia. DATE: January 3, 2001 Henrico County encourages eligible taxpayers to apply for real estate tax relief through its Real Estate Advantage Program (REAP). To qualify for REAP, participants must be age 65 and older, or permanently and totally disabled; gross annual household income cannot exceed $35,000; and the net combined financial worth of the applicant and any co-owners of the home cannot exceed $125,000. "This program receives a lot of positive feedback from the community and saves eligible taxpayers an average of $500 each year; however, we would like more people to utilize the program," said Management Specialist Leo Marsh. A complete application and documentation from all sources of income and net worth must be filed with the county's Revenue Division by April 2, 2001.
