"Yard Maintenance and Neighborhood Beautification - How to Get Your Property in Shape" is the topic of Tuckahoe District Supervisor Pat O'Bannon's next town meeting on Wednesday, April 18, at 7 p.m., at the Gayton Public Library, 10600 Gayton Road.

Representatives from Henrico's Community Maintenance, Keep Henrico Beautiful and Extension offices will join O'Bannon to discuss activities that can improve local properties and neighborhoods.

"County residents play a major role in the appearance of their community," said Keep Henrico Beautiful Coordinator Nancy Drumheller. "There are many opportunities for people to become involved through educational and volunteer litter cleanup programs."

The Henrico County Board of Supervisors will begin its next board meeting on Tuesday, April 10, at 6 p.m., rather than the regularly scheduled time, 7 p.m. The meeting will begin with a public hearing for the annual budget.

The Board typically meets on the second and fourth Tuesday of the month at 7 p.m., in the Government Center Board Room, located at Parham and Hungary Spring roads.

Fairfield District Supervisor Frank Thornton will host a tax seminar to discuss "What Citizens Need to Know" on Monday, April 9, at 7 p.m., at the Henrico County Training Center, 7701 E. Parham Road, rooms 2031 and 2032.

Representatives from Henrico's Department of Finance will join Thornton to provide detailed information and answer questions. "Knowledgeable and experienced county staff will offer tax preparation suggestions and assistance; anyone with questions or concerns should attend this seminar," said Thornton.

The meeting is free and open to the public.

The U.S. Census Bureau has recently released detailed 2000 data. Henrico County is hosting two public information sessions in April for residents interested in learning about the 2001 local redistricting process for magisterial district lines. Representatives from the offices of Planning, the General Registrar and the County Attorney will lead discussions on Tuesday, April 3, at the Eastern Government Center Community Room, 3820 Nine Mile Road, and again on Wednesday, April 4, in the Government Center Board Room, Parham and Hungary Spring roads. Both sessions begin at 7 p.m. and will include a public comment period.

Henricopolis Soil and Water Conservation District (SWCD) is sponsoring the 3rd annual tree seedling giveaway on Friday, March 30, from 9 a.m. to 5 p.m., at Hermitage High School and Technical Center, 8301 Hungary Spring Road.

Participants will receive a variety of free seedlings with proof of Henrico County residency on a first-come, first-served basis. The program's goal is to offer five seedlings per family, subject to availability. Advanced orders will not be accepted.

Henricopolis provides leadership in the conservation of Henrico's natural resources by sponsoring Arbor Day activities, participating in community events like Earth Day, and supplying conservation, education and outreach resources at the Maymont Flower and Garden Show.

Henrico County general government and school administrations will host the 44th annual Student Government Day on Thursday, March 29. Each of the 100 students from eight Henrico high schools will work directly with county officials and participate in staged meetings.

"This program is extremely successful because it pairs each student with a Henrico administrator to shadow for the day, giving them valuable experience with situations that occur daily in local government," said Public Information Director Coral Gills.

Students will assume the roles of Henrico's board of supervisors and the school board, as well as the county manager, school superintendent, constitutional officers and other key officials and department heads for the day. Both the County Manager Virgil R. Hazelett, P.E. and Deputy County Manager George T. Drumwright, Jr. have children participating in this year's activities.

The general government students will conclude their day by holding a mock board of supervisors' meeting at 2 p.m., in the Board Room of the Administration Building, Parham and Hungary Spring roads. The Kiwanis Clubs of North Richmond, Tuckahoe and West Henrico sponsor Student Government Day.

Varina District Supervisor Jim Donati will host a town meeting to highlight "Richmond International Airport Expansion," on Monday, March 19, at 7 p.m., at the Eastern Government Center, 3820 Nine Mile Road. Executive Director of the Capital Region Airport Commission Jon Mathiasen will join Donati to provide an update on the airport expansion.

Donati usually holds town meetings the third Monday of each month. The meetings are open to the public; everyone is welcome to attend.

Henrico Survey Party Chief David L. Holland was recently named president of the Virginia Association of Surveyors (VAS) Central Chapter. The Richmond-based central chapter is comprised of 20 counties.

Holland earned a degree from the University of Memphis and joined Henrico County in 1988. He is a licensed professional land surveyor in the Commonwealth of Virginia and is both a member of the advisory board and an adjunct faculty member of the School of Engineering and Technology at J. Sargeant Reynolds Community College.

Holland serves on the VAS Board of Directors and is a trustee of the VAS Education Trust.

Henrico Public Works advises motorists that on Sunday, March 18, the eastbound lane of West Broad Street between Horsepen Road and Willow Lawn Drive will close from 1:30 to 5 p.m., for the St. Patrick's Day Parade. Horsepen Road between Dartmouth Avenue and West Broad Street will also be closed.

Motorists should expect heavy traffic and detours in the area.

Governor Jim Gilmore has appointed Henrico County director of finance W. Forrest Matthews, Jr., as chairman of the Virginia Retirement System (VRS) Board of Trustees. Matthews has served on the board since 1998.

"I am delighted to welcome Forrest Matthews to this key position of financial leadership for the Commonwealth," Governor Gilmore said. "I am confident his invaluable financial and managerial experience will serve the Virginia Retirement System and their beneficiaries well." As Henrico's director of finance, Matthews acts as both the county treasurer and commissioner of the revenue. He manages the county's operating and capital budgets, which exceed $708 million, as well as a 154 person staff.

Matthews joined Henrico County in 1980 and became the director of finance in 1997. He attended Louisburg College in North Carolina and the University of Richmond; completed the Pension Funds and Money Management program at the Wharton School of the University of Pennsylvania, and earned a Certificate of Achievement in Public Plan Policy Employee Pensions from the International Foundation of Employee Benefit Plans.

VRS oversees the management of $39 billion in assets for nearly 400,000 active and retired public employees and their beneficiaries, making it the 29th largest public or private pension fund in the United States.

Tuckahoe District Supervisor Patricia S. O'Bannon has been re-elected as chairman of the Local Government Advisory Committee (LGAC) for the Chesapeake Bay Commission. Governor Jim Gilmore appointed O'Bannon to the committee in 1998.

The LGAC coordinates local government involvement in the Chesapeake Bay Program with top officials from Virginia, Pennsylvania, Maryland and the District of Columbia, the Environmental Protection Agency and the Chesapeake Bay Commission. The Chesapeake Bay Program is a regional partnership that has been directing the restoration of the bay's living resources since 1983.

O'Bannon is also a member of the National Association of Counties' Presidential Transition Team. The team is helping identify, recruit and recommend qualified county officials to the Bush transition team and will present key county issues to his administration and congressional leadership.
