The topic of discussion at Fairfield District Supervisor Frank Thornton's next constituent meeting will be the Richmond Regional Planning District Commission (RRPDC) and the Richmond Area Metropolitan Planning Organization on Monday, May 13, at 7:15 p.m., in the Eastern Government Center multipurpose room, 3820 Nine Mile Road. RRPDC's Executive Director Paul Fisher and Director of Transportation Dan Lysy will join Thornton to provide information and answer questions.

Thornton's meetings are always open to the public. He encourages anyone interested in learning more about this topic to attend the meeting and to invite three additional people.

Beginning May 1, the Henrico Office of the General Registrar will be mailing new voter cards to every registered voter in the county. This card will reflect redistricting changes approved by the Department of Justice. One or more of the following may have changed during the recent redistricting process: polling place, magisterial district, House of Delegates district, state Senate district or congressional district. Voters should check their new card carefully, make sure all personal information is current and destroy all previous cards.

To become a registered voter or to transfer from another Virginia locality, you must be at least 18 years old and a U.S. citizen. Applications are available at all voter registration and Department of Motor Vehicles offices or on the State Board of Elections' web site at www.sbe.state.va.us. Henrico residents may call 501-4347 for any voting questions.

Tomorrow the Henrico County general government and school administrations will host the 45th annual Student Government Day. More than 100 students from eight Henrico high schools will work directly with designated county officials and participate in staged but authentic meetings.

"This highly successful program provides Henrico students a unique and valuable experience with situations that occur daily in local government," said Public Information Director Tamra McKinney. Students will assume the roles of Henrico's board of supervisors and school board, as well as the county manager, school superintendent, constitutional officers and other key officials for the day. The general government students will conclude their day by conducting a mock board of supervisors' meeting at 2 p.m., in the Board Room of the Administration Building, Parham and Hungary Spring roads.

The Kiwanis Clubs of North Richmond, Tuckahoe and West Henrico sponsor Student Government Day activities.

Henrico County Manager Virgil R. Hazelett, P.E. has appointed Reta R. Busher to the position of Director of Finance. Busher will act as both the county treasurer and commissioner of the revenue in accordance with the state code as defined under the county manager form of government. She will manage the county's operating and capital budgets, which exceed $780 million, as well as a 157 person staff.

Busher joined the county's Finance Department in 1993 with extensive experience in the field. She has served as the county's director of the office of management and budget and most recently as the deputy director of finance. Among her many accomplishments, she is a 2001 graduate of Leadership Metro Richmond and has earned the Government Finance Officers Association Distinguished Budget Presentation Award each year she served as budget director. She earned a bachelor's degree in business administration from the College of William and Mary and is a Certified Public Accountant.

Varina District Supervisor Jim Donati is hosting a town meeting to highlight historical Varina and discuss spring programs offered by Henrico County on Monday, April 15, at 7 p.m., at the Eastern Government Center, 3820 Nine Mile Road. Representatives from Henrico's Division of Recreation and Parks will join Donati to provide information and answer questions.

Donati typically holds town meetings the third Monday of each month. His meetings are open to the public, and he encourages everyone to attend.

The Henrico County Division of Police is holding a rabies clinic on Saturday, April 20, from 9 a.m. to 3 p.m., at the Richmond International Raceway Complex. Visitors should use the service gate off Richmond-Henrico Turnpike. Rabies shots cost $6 each and include a certificate of inoculation and a rabies tag. Dog owners may also purchase a license at the clinic for $10, but must show proof of rabies inoculation. All dogs and cats ages 4 months and older must have a rabies shot.

Animal Protection would like to remind residents that county code requires that all pets must be caged or leashed while in Henrico parks; leashes should not exceed 10 feet.

Henrico County's Division of Police is conducting a series of classes to help parents teach children to make positive choices. The D.A.R.E. (Drug Abuse Resistance Education) Parent Education Program provides parents with relevant information about drugs, drug use and experimentation, violence and parenting skills.

Classes run for five, consecutive Wednesdays, from 7 to 9 p.m., at the North Park Library, 8508 Franconia Road, on the following dates: April 17 through May 15; May 22 through June 19; June 26 through July 24, or August 21 through September 18. Registration is limited to 25 people per class, call 501-5393 to register. Interested parties should register no later than the Wednesday before each class.

The Henrico County Board of Supervisors will begin its regularly scheduled meeting an hour early on Tuesday, April 9, at 6 p.m., with a public hearing for the adoption of the Operating and Capital Annual Fiscal Plans for 2002-2003.

The board typically meets on the second and fourth Tuesday of the month at 7 p.m., in the Government Center Board Room, located at Parham and Hungary Spring roads.
