Henrico County announces the election of L.A. Harris, Jr. as Chief Judge of the Fourteenth Judicial Circuit. His two-year term will commence July 1 as he assumes the role from current Chief Judge George F. Tidey.

Harris has served as a judge on the Henrico Circuit Court since August 1990. He previously served as Assistant Commonwealth's Attorney, Commonwealth's Attorney, Special Justice and General District CourtJudge for Henrico County. Harris is a graduate of Virginia Commonwealth University and the T.C. Williams School of Law at the University of Richmond.

The Keep Henrico Beautiful (KHB) Committee will recognize the winners of the annual Landlover and Clean Business Awards at the Henrico Board of Supervisors meeting on June 25, at 7 p.m., in the Government Center, at Parham and Hungary Spring roads. Each year, KHB Committee members identify homeowners and businesses throughout the community that take extra measures to beautify their property through landscaping, lawn maintenance, litter removal and recycling.

The 2002 Landlover winners include: Mary Hensley, Brookland District; Charles Scott, Fairfield District; Elsie Pelfrey, Three Chopt District; Dr. and Mrs. Thomas Trow, Tuckahoe District; and Harold and Laverne Roepke, Varina District. This year's Clean Business winners are: One Holland Place, Brookland District; Richmond International Raceway, Fairfield District; Henrico Doctor's Hospital, Forest Campus; Three Chopt District; River Road Shopping Center, Inc., Tuckahoe District; and Blue & Gray Self Storage, Varina District.

Virginia Municipal League (VML) President F. Woodrow Harris has named 10 Henrico County board members and key officials to their five policy committees for a one-year term. Additionally, Harris has appointed Tuckahoe District Supervisor Patricia S. O'Bannon to VML's Legislative Committee, which provides critical guidance on complicated legislative issues and is the most important policy-making body.

Henrico Board Chairman and Varina District Supervisor James B. Donati, Jr. will serve on VML's Transportation Policy Committee with the Director of Public Works Robert C. Thompson; Vice Chairman and Three Chopt District Supervisor David A. Kaechele will serve on the Finance Policy Committee with Deputy County Manager Leon T. Johnson; Brookland District Supervisor Richard W. Glover will serve on both the General Laws policy and steering committees, also serving on this policy committee will be Deputy County Manager Harvey L. Hinson; Fairfield District Supervisor Frank J. Thornton will serve on the Human Development and Education policy and steering committees, Deputy County Manager George T. Drumwright, Jr. will serve with Thornton on the policy committee; and finally, Tuckahoe District Supervisor Patricia S. O'Bannon will serve on the Environmental Quality Policy Committee with Deputy County Manager Robert K. Pinkerton.

The steering committees brief policy committee members on statewide issues as they consider changes to the policy statement and develop recommendations for the Legislative Committee. Each local government member may appoint up to two people per policy committee, at least one must be an elected official. The legislative program and policy statements represent official League positions on a host of issues and guide members and staff in dealings with state and federal officials.

The Henrico Department of Public Works expects heavy traffic on roadways to and from the Richmond International Raceway (RIR) during the Indy Racing League (IRL) race on Saturday, June 29. Motorists not attending the race should turn on their vehicle headlights when approaching the RIR vicinity in the morning and early afternoon. This signal will help police officers maintain a smooth flow of traffic through the area. Although some newer vehicles are equipped with daytime running lights, there are visible differences between running lights and headlights.

"We're doing everything to minimize traffic congestion and ensure traffic safety before and after the race," said Henrico County Traffic Engineer Tim Foster. "We'll have police officers on duty directing traffic, signs posted on main roads near RIR, and temporary traffic patterns to handle the cars that will be in the area June 29," he said. Police officers will direct vehicles with their headlights on toward a through-traffic lane outside the flow of heavy raceway traffic.

Former Henrico County Board of Supervisors member L. Ray Shadwell, Jr. died Thursday, June 6, at age 80.

Born in Richmond in 1922, Shadwell earned a bachelor of science degree from the Medical College of Virginia in 1947 and later opened Shadwell Pharmacy with his father on the corner of Boulevard and Broad Street. In 1963, he ran as the Republican candidate for the Tuckahoe District and won, assuming office for the first time in 1964. He served another four-year term and took an eight-year break before running again in 1979. He recaptured the seat and represented the Tuckahoe District a second time from 1980 until 1995. Shadwell served as chairman of Henrico's Board of Supervisors in 1982, 1985, and 1989, and as vice chairman in 1991 and 1995. Throughout his tenure, Shadwell served on numerous county and regional committees. Chairman and Varina District Supervisor James Donati and Fairfield District Supervisor Frank Thornton, along with the other board members, expressed their condolences at the loss of Ray Shadwell and remarked what a fine man he was.

Brookland District Supervisor Richard Glover and Three Chopt District Supervisor David Kaechele both served with Shadwell on the board for a number of years. "Ray Shadwell, over a period of more than two decades, served Henrico County well. He became a personal friend of mine long before my time on the Board," said Glover.

"I enjoyed serving many years on the board with Ray, where he was truly dedicated and respected. You could always count on Ray to give his strong views and opinions; there was no question where he stood on complex matters. His leadership and many years of experience served the county and his constituents very well. This service has certainly helped build Henrico's proud record of good and honest government," said Kaechele.

"Not only was Ray a mentor to me, but he supported me in so many ways. He encouraged people, and was himself, forthright and honest; he was the most sincere person in politics I have ever met and had a heart of gold," said current Tuckahoe District Supervisor Patricia O'Bannon.

The Henrico County Department of Public Utilities is reminding customers that drought conditions still exist and is urging voluntary water conservation measures. Drought conditions throughout the Southeastern United States are projected to surpass those dating back to the 1930s.

An initial request for water conservation in April 2002 was based on local conditions of river flow in the James River, as well as information provided by state and federal agencies regarding climatological conditions. Although we have experienced several periods of rain since that request, rainfall amounts have not been sufficient to restore water supplies to normal levels. The county's water pumping facilities are operating at full capacity; however, they are unable to maintain normal water pressure. In an effort to sustain a stable and safe drinking-water supply, and to protect the environment, Henrico County encourages all utilities customers to observe the following voluntary water conservation measures.

REGIONAL VOLUNTARY WATER USE MEASURES CATEGORY SUGGESTED CONSERVATION EFFORT

Established Landscape and Garden Watering

    · Monday - no watering
    · Odd property addresses water Tues., Thurs., and Sat.
    · Even property addresses water Wed., Fri., and Sun. (Odd/Even designation is determined by last digit of address number)
    · Bucket watering (five gallon maximum permitted anytime)

New Landscape Watering

    · Unrestricted for first 10 days after planting, then follow established landscape and garden watering category Paved Areas (Streets, Drives, Patios, Walks, etc.)
    · Reduce to two days per week for immediate health and safety Vehicle Washing (Commercial Businesses Exempt)
    · Reduce washing to one day a week using a hand-held hose with an automatic shut-off nozzle Swimming Pools
    · Reduce fillings and replenishing to levels required to maintain health and safety Golf Courses (Greens Exempt)
    · Water between 8 - 10 p.m. Businesses
    · Reduce nonessential water use Restaurants
