The Henrico County Division of Police will hold a rabies clinic on Saturday, Oct. 12, from 8 a.m. to 2 p.m., at gate four of the Richmond International Raceway. Shots cost $6 and include a rabies tag and certificate of inoculation. Dog owners may purchase a license with proof of rabies inoculation for $10. Applying for a job with Henrico County just got easier, thanks to JOSH -- a ground-breaking new Internet-based application system unveiled today by the county's Human Resources Department.

JOSH (Job Opportunity Source for Henrico) allows job hunters to conduct the entire application process online -- including searching for positions, completing and submitting job applications and tracking the status of applications -- from any computer with Internet access. Job hunters can create their applications online with JOSH beginning today and can apply for positions through the new system beginning Friday, Sept. 20. Human Resources will no longer accept faxed applications after today.

The system, located at www.henricojobs.com, is the first of its kind for public employers in the Richmond metropolitan area. Previously, applicants completed and mailed paper applications or printed and mailed forms from the Human Resources Web site. They can now finish the process without touching a piece of paper.

"JOSH is very user-friendly," said Human Resources Information Systems Manager Jane Klosky. "Applicants can fill out the online application form in 20 to 30 minutes and then apply for a position with just a few mouse clicks. They can also include cover letters and resumes." Job hunters can save their completed applications in JOSH for at least a year at a time, allowing them to apply for multiple positions over a period of time, she said. They can also obtain detailed information about benefits and skill requirements for individual positions.

Applicants without Internet access can use personal computers at a number of public locations throughout Henrico County, including several at the Government Center Administration Building, the Henrico Training Center, the Eastern Government Center and all county libraries.

In addition to better-serving Henrico's job applicants, the new system will streamline the county's job-listing and application-review processes. "We receive 21,000 applications per year," Klosky said. "The review process was completely manual, labor intensive and very cumbersome. It also required a lot of paper." JOSH will allow Human Resources staff and departmental supervisors to review applications online, resulting in significant cost reductions inpaper, copying, postage and records storage. It should also prove to be a great time-saver for county staff, Klosky said.

Human Resources staff is offering public demonstrations of JOSH at 3 p.m. Wednesday, Sept. 18, and 11 a.m. Friday, Sept. 20, in the Government Center Board Room, 4301 E. Parham Road. Call 501-4628 for more information.

Residents can preview the final plans for the new Tuckahoe Library at Tuckahoe District Supervisor Pat O'Bannon's next town meeting on Monday, Sept. 30. The next town meeting of Varina District Supervisor Jim Donati will highlight the youth-service programs offered by the Elk Hill School. Donati has scheduled the meeting for Monday, Sept. 16, beginning at 7 p.m. at the Eastern Government Center, 3820 Nine Mile Rd. Representatives from Elk Hill will join Donati to discuss the facility, which provides educational and motivational services for Virginia's youth, and answer questions.

The National Juvenile Detention Association (NJDA) has named Henrico County Juvenile Detention Counselor Larry Ragin and Administrative Assistant Dianne Smart winners of the Bob Rader Award. Presented annually by the NJDA, the Bob Rader awards recognize outstanding individuals in the juvenile detention field nationwide.

Ragin, a member of the Juvenile Detention staff since 1981, was selected as a Line Staff Worker of the Year. Smart, an employee of Henrico County since 1974 and a Juvenile Detention staff member since 1980, was named a Detention Services Worker of the Year.

Juvenile Detention Superintendent Michael Bingham noted that Ragin and Smart were nominated for the awards by their co-workers. "This isn't a glamorous line of work, and there isn't a lot of recognition in it," Bingham said. "It means a lot to know your peers think so much of you. "I couldn't ask for better people (than Ragin and Smart)," he said. "They always strive for perfection and go beyond the call of duty."

The NJDA announced the awards at the 14th annual National Juvenile Services Training Institute, held recently in Indianapolis.
