The Government Finance Officers Association (GFOA) has presented Henrico County's Department of Finance the Certificate of Achievement for Excellence in Financial Reporting, the association's highest honor for governmental accounting and financial reporting. Henrico's Department of Finance and its accounting division received the award for its Comprehensive Annual Financial Report (CAFR) for the 2001-02 fiscal year, which ended June 30, 2002.

The CAFR details all of the county's budgeting and accounting activities over the course of the fiscal year, covering all county agencies and funds. The public can access the report online at /finance/. This year marks the 22nd consecutive year the Department of Finance has garnered the award.

"Winning the GFOA Certificate of Achievement is an outstanding accomplishment for our Department of Finance and accounting staff," said County Manager Virgil R. Hazelett, P.E. "It reflects Henrico's continuing commitment to excellence and indicates the county's dedication to providing good stewardship of taxpayers' funds."

Established in 1945, the GFOA award program is designed to encourage and recognize excellence in financial reporting by local and state governments. The GFOA is a nonprofit association serving 14,000 government finance professionals in the United States and Canada.

Henrico residents can learn about the summer programs and activities offered by the county's Division of Recreation and Parks at the next constituent meeting of Fairfield District Supervisor Frank Thornton.

The meeting is scheduled for 7 p.m. Monday, June 16, at Belmont Recreation Center, 1600 Hilliard Road. Gary Boyd, director of communications and marketing for Recreation and Parks, will discuss the division's upcoming plans and the recreational opportunities available to area residents this summer. The Keep Henrico Beautiful (KHB) Committee will honor winners of the 2003 Land Lover and Clean Business awards at the Henrico County Board of Supervisors meeting at 7 p.m. Tuesday, June 24, in the Government Center Board Room, Parham and Hungary Spring roads.

Presented annually by the KHB Committee since 1995, the awards recognize a homeowner and business in each magisterial district that have maintained an outstanding property through landscaping, lawn care, litter removal and recycling. Homeowners must perform their own lawn maintenance to be considered. Winners receive an engraved plaque, have an award sign posted on their property and are recognized on the KHB Web page at /utility/keep-henrico-beautiful/.

The 2003 Land Lover Award winners are: Chad McCurdy and Christopher Konschak, Brookland District; Lisa Mercure, Fairfield District; Shirley and Daniel Coulbourn, Three Chopt District; Sally and Dick Erickson, Tuckahoe District; and Jenny Coates, Varina District. The next town meeting of Varina District Supervisor Jim Donati will examine the ongoing renovation and expansion of Richmond International Airport. The meeting is scheduled for 7 p.m. Monday, June 16, at the Eastern Government Center, 3820 Nine Mile Road.

The meeting will feature a presentation about current projects and future plans at the airport by Troy Bell, director of marketing and air service development for Richmond International. The Henrico County Department of Public Works expects heavy traffic on roadways near the Richmond International Raceway (RIR) during the Indy Racing League event on Saturday, June 28, and has planned measures to help move traffic through the area.

Motorists not attending the race are asked to turn on their vehicle headlights when approaching the RIR area in the morning and early afternoon of race day. Henrico Police will direct these vehicles toward a through-lane outside the flow of heavy raceway traffic. Police can distinguish between vehicles using their headlights and vehicles equipped with daytime running lights.

"This signal will help our police officers maintain a smooth flow of traffic through the area," said Traffic Engineer Tim Foster.

The Department of Public Works also has planned temporary traffic patterns for the area to manage the increased volume of vehicles and will post signs on main roads near RIR. Henrico Police will direct traffic throughout the area. "We're doing everything we can to minimize congestion and ensure traffic safety before and after the race," Foster said.

The Virginia Municipal League (VML) has appointed 10 Henrico County board members and key officials to its legislative, policy and steering committees for 2003. Members of the board of supervisors will serve one-year terms on the following committees: Board Chairman and Three Chopt District Supervisor David A. Kaechele, finance policy committee and steering committee; Board Vice Chairman and Tuckahoe District Supervisor Patricia S. O'Bannon, legislative committee and environmental quality policy committee; Brookland District Supervisor Richard W. Glover, general laws policy committee and steering committee; Fairfield District Supervisor Frank J. Thornton, human development and education policy committee and steering committee; and Varina District Supervisor James B. Donati, transportation policy committee. Several county officials were appointed to VML committees as well: Deputy County Manager for Community Services George T. Drumwright, Jr., human development and education policy committee; Deputy County Manager for Community Development Harvey L. Hinson, general laws policy committee; Deputy County Manager for Administration Leon T. Johnson, finance policy committee; Deputy County Manager for Community Operations Robert K. Pinkerton, environmental quality policy committee; and Director of Public Works Robert C. Thompson, transportation policy committee. VML is a statewide association of city, town and county governments that works to assist local governments through legislative advocacy, research, education and other services.

The league's policy and steering committees develop policy statements and make recommendations on issues of concern to its legislative committee, which develops VML's annual legislative program. Appointments are made by the league's executive committee
