The standing water ordinance is part of Henrico's ongoing effort to maintain the health and safety of its residents by further reducing the risk of West Nile Virus, encephalitis and other potentially serious mosquito-borne diseases. Past efforts have focused on eliminating and treating standing water on county property. "To this point, Henrico has only been able to knock on doors and ask property owners to eliminate standing water on their property," Deputy County Manager Angela Harper said. "But we believe we have done as much as possible to control West Nile Virus without having the authority to regulate> standing water on private property." The ordinance defines standing water as an outdoor, stagnant accumulation of water that has been still for six days or more; this excludes fish ponds or fountains. The ordinance would require written notification of private property owners to eliminate or treat standing water on their property within a specified period of time. "Henrico will continue to do its best to work with and educate our residents about the potential impact that standing water has on public health and safety," Harper said. March 19, 2003 The next town meeting of Tuckahoe District Supervisor and Board of Supervisors Vice Chairman Pat O'Bannon will examine the Virginia Exile program and its impact in Henrico County. The meeting is scheduled for 7 p.m. Wednesday, April 2, at the Byrd Middle School library, 9400 Quioccasin Road. The meeting, "The Virginia Exile Program: Reducing Gun Violence and Homicide in Henrico County," will feature remarks by Henrico County Commonwealth's Attorney Wade A. Kizer and by Jose E. Aponte, the Virginia Exile prosecutor for Henrico County. There will be a question-and-answer period as well. Tuckahoe town meetings are open to the public. March 12, 2003 CONTACT: John Marlles, Director of Planning PHONE: 501-4602 Henrico County and the City of Richmond will hold a joint public hearing on Wednesday, March 19, regarding the proposed creation of a Joint Enterprise Zone. The hearing will start at 7 p.m. in the Henrico Government Center board room, Parham and Hungary Spring roads. Henrico and Richmond have planned a joint application to the Virginia Department of Housing and Community Development seeking the redesignation of the city's North Enterprise Zone to include areas of the county along Broad Street as well as the Henrico Nine Mile Road Sub Zone. The Virginia Enterprise Zone Program is designed to stimulate business and industrial growth and promote neighborhood, commercial and economic revitalization. Incentives are made available to qualified businesses that locate within a designated Enterprise Zone. Virginia incentives include business and real property tax credits and exemption from the state sales tax. Henrico County incentives include grants for commercial rehabilitation, accelerated development processing and exemption from real estate taxes. The hearing is open to the public. Call 501-4602 for more information. March 11, 2003 Varina District Supervisor Jim Donati's next town meeting will feature an overview of the Virginia General Assembly's 2003 session. Donati will hold the meeting at 7 p.m. Monday, March 17, at the Eastern Government Center, 3820 Nine Mile Road. Donati has invited General Assembly members Senator Lambert, Delegate Ingram, Delegate Jones, Delegate McDougle and Delegate Miles to discuss the recently concluded session.
