Longtime Henrico County staff member Jane C. Klosky has won the fourth annual Excellence in Public Service Award. County Manager Virgil R. Hazelett, P.E. presented the award during a ceremony Tuesday. The Excellence in Public Service Award recognizes a general government employee who demonstrates and exemplifies outstanding public service on a routine, consistent basis. Nominees are chosen by their co-workers; only one of Henrico's more than 3,600 general government employees receives the award each year. Klosky, a county staff member since 1978, currently serves as senior human
resources manager in the Human Resources Department. She has played a key role in the development and advancement of numerous technology projects--including the Management and Personnel System, the Personal Information System for Employees and the Job Opportunities Source for Henrico--that dramatically enhanced the efficiency and effectiveness of county operations while simultaneously making the county more "customer friendly" for both residents and employees. "Jane is extremely innovative; she's a visionary for this department and for the county as a whole," said Human Resources Director George Cauble." She comes as close to being indispensable as any employee I have known." No two days are alike for Klosky, who enjoys the daily challenges of her work. "I always feel like there's an opportunity to find a better, more efficient way to do something," she said. "I'm always looking for it."

The Henrico County Division of Police will hold a rabies clinic on Saturday, Feb. 21, from 9 a.m. to 2 p.m., at gate four of the Richmond International Raceway. Shots cost $6 (cash only) and include a rabies tag and certificate of inoculation. Dog owners may purchase a 2004 license with proof of rabies inoculation for $10. Cats and dogs ages 4 months and older are required to be vaccinated for rabies. Contact Animal Protection at 652-3360 for more information.
The Henrico County Board of Supervisors has elected Tuckahoe District Supervisor Patricia S. O'Bannon as chairman and Fairfield District Supervisor Frank J. Thornton as vice chairman for 2004. O'Bannon and Thornton were elected at the board's regular meeting Tuesday. They will each serve a one-year term. O'Bannon begins her second term as Henrico County's board chairman, a position she previously held in 1999. She has represented the Tuckahoe District since 1995, when she became the first woman elected to the board. She is a past recipient of the Patrick Henry Award for Government Service to the Commonwealth of Virginia, the Richmond Area YWCA "Outstanding Women" award and Good Housekeeping magazine's "Women in Government" award. A former English teacher and news editor, O'Bannon is a Richmond native. Thornton, the first African-American to serve on Henrico's board, was first elected to represent the Fairfield District in 1995. He is a co-founder and past president of the Henrico County Civic League and a member of The Astoria Beneficial Club. An assistant professor of French at Virginia Union University, he is a past recipient of the university's "Teacher of the Year" award.

In conjunction with National Consumer Protection Week, the Henrico County Extension Office has planned a free workshop to help residents better understand the makeup and importance of their credit score. "Know Your Score" will be held on Tuesday, Feb. 3, from 11:30 a.m.-1 p.m., and again on Thursday, Feb. 5, from 7-8:30 p.m., at the Human Services Building Board Room, 8600 Dixon Powers Drive. The workshop will detail the information contained in a credit report, the way a credit score is determined and how it can affect an individual's ability to obtain credit. The Virginia Department of Environmental Quality (DEQ) has scheduled two public meetings to discuss ways to improve the water quality of several Henrico County streams. Sections of Tuckahoe Creek, Deep Run, White Oak Swamp Creek and Fourmile Creek have been designated impaired and currently do not meet water-quality standards. The meetings will provide information and include discussion about the development of total maximum daily loads (TMDL)-- the amount of pollutants a body of water can receive and still maintain water-quality standards -- for these streams. The DEQ also seeks public input and comment on TMDL development. The meetings are scheduled for the following times and locations: · 7 p.m. Tuesday, Jan. 20, at DEQ Piedmont Regional Office, 4949-A Cox Road; the meeting will discuss TMDL development for Tuckahoe Creek and Deep Run. · 7 p.m. Thursday, Jan. 29, at Fairfield Area Library, 1001 N. Laburnum Ave.; the meeting will discuss TMDL development for White Oak Swamp Creek and Fourmile Creek. The next town meeting of Henrico County Board Vice Chairman and Tuckahoe District Supervisor Pat O'Bannon will feature a hands-on demonstration of an experimental, touch-screen voting machine. O'Bannon will hold the meeting twice on Wednesday, Jan. 21, beginning at 4 p.m. and again at 7 p.m. at Lakewood Manor, 1900 Lauderdale Drive.
Representatives from Henrico's Voter Registration and Elections office and the company that produces the voting machine will give a presentation and explain how the cutting-edge equipment works.
