The Henrico County Extension Office will offer a free money-management workshop on Thursday, July 8, from 7 to 8:30 p.m. in the Human Services Building board room, 8600 Dixon Powers Drive. Participants in "How to Make Your Money Go Further" will learn basic
money-management tips as well as ways to help stretch their income. Other topics include setting financial goals, creating budgets, keeping financial records and understanding credit.
Participants will receive a workbook and additional materials.
The workshop is open to the public. The deadline to register is Friday, July 2. Call 501-5160 to register or to obtain additional information.

The Henrico County Community Emergency Response Team (HCCERT) will hold a hurricane awareness class at 7 p.m. Tuesday, June 29, at the Henrico Training Center, 7701 E. Parham Road. The class is free and open to the public.
The class will discuss hurricane preparedness and will examine lessons learned from the area's experience with Hurricane Isabel last September. Speakers include officials from the National Weather Service, the Virginia Department of Emergency Management and Henrico's divisions of Fire and Police. There will be a question-and-answer period as well.
Comprised of community volunteers, HCCERT provides immediate assistance in a neighborhood or workplace following a county emergency or natural disaster, when local public safety resources may be overwhelmed. HCCERT emphasizes disaster preparedness, basic first aid, search and rescue techniques and other emergency response measures.

The Henrico County Electoral Board has announced the appointment of Mark J. Coakley to a four-year term as general registrar, effective June 16. Coakley comes to Henrico from Randolph County, N.C., where he served as director of elections. He replaces Janet C. Coon, who is retiring following a nine-year tenure in the position.
As general registrar, Coakley will oversee Henrico's voter registration program and will supervise the county's local, state and federal elections and election-related activities. He will head the nine-employee Office of Voter Registration and Elections, which maintains the county's voter registration rolls--currently numbering nearly 157,600 registered voters--and administers the county's elections. Other duties include certifying candidates for placement on ballots; resolving voter eligibility questions on election days; and assisting the redistricting process. He will also oversee the office's efforts to upgrade the county's voting equipment and comply with other requirements of the Help America Vote Act of 2002.
Coakley, who has 10 years of experience in election administration, is highly qualified to serve as general registrar, said Henrico County Electoral Board member Ron Chaney. "(Coakley) brings great knowledge and professional accomplishment to this position," Chaney said. "He is very polished and articulate and will be a tremendous asset. We think he will do a great job."
A graduate of The Election Center and recipient of the Certified Elections/Registration Administrator designation, Coakley is a member of the Kids Voting board of directors and is a Rotary International Paul Harris Fellow. He holds a bachelor's degree from the University of North Carolina-Greensboro.

The next town meeting of Varina District Supervisor Jim Donati will examine plans for new parks in Varina. The meeting is scheduled for 7 p.m. Monday, June 21, at the Eastern Government Center, 3820 Nine Mile Road.
Officials from the county's Division of Recreation and Parks will join Donati to discuss master plans for future parks in eastern Henrico. They also will offer an overview of upcoming summer recreation programs. A question-and-answer period will be held as well.

The Henrico County Department of Public Works expects heavy traffic on roadways near Richmond International Raceway (RIR) during the SunTrust Indy Challenge IRL IndyCar Series events on Saturday, June 26, and has planned measures to help move traffic through the area.
Motorists not attending the race are asked to turn on their vehicle headlights when approaching the RIR area in the morning and early afternoon of race day. Henrico Police will direct these vehicles toward a through-lane outside the flow of heavy raceway traffic. Police can distinguish between vehicles using their headlights and vehicles equipped with daytime running lights.
The Department of Public Works also has planned temporary traffic patterns for the area to manage the increased volume of vehicles and will post signs on main roads near RIR. Henrico Police will direct traffic throughout the area.
"We're doing everything we can to minimize congestion and ensure traffic
safety before and after the race," said Traffic Engineer Tim Foster.

The Keep Henrico Beautiful (KHB) Committee will honor winners of the 2004 Land Lover and Clean Business awards at the Henrico County Board of Supervisors meeting at 7 p.m. Tuesday, June 22, in the Government Center Board Room, Parham and Hungary Spring roads.
Presented annually by the KHB Committee since 1995, the awards recognize a homeowner and business in each magisterial district that have maintained an outstanding property through landscaping, lawn care, litter removal and recycling. Homeowners must perform their own lawn maintenance to be considered. Winners receive an engraved plaque, have an award sign posted on their property and will be recognized on the KHB Web page at www.co.henrico.va.us/utility/khbeautiful.
The 2004 Land Lover Award winners are: Joyce Brannon, Brookland District; Daniel and Kerry Ayers, Fairfield District; Steve and Ellen Bradley, Three Chopt District; Cynthia and Claude Seal, Tuckahoe District; and Richard and Sandra Wilson, Varina District.

The Virginia Municipal League (VML) has appointed 10 Henrico County board members and key officials to its legislative, policy and steering committees for 2004.
Members of the Board of Supervisors will serve one-year terms on the following committees: Board Chairman and Tuckahoe District Supervisor Patricia S. O'Bannon, legislative committee and environmental quality policy committee; Board Vice Chairman and Fairfield District Supervisor Frank J. Thornton, human development and education policy and steering committees; Brookland District Supervisor Richard W. Glover, general laws policy and steering committees; Three Chopt District Supervisor David A. Kaechele, finance policy and steering committees; and Varina District Supervisor James B. Donati, transportation policy and steering committees.
Several county officials were appointed to VML committees as well: Deputy County Manager for Community Services George T. Drumwright, Jr., human development and education policy committee; Deputy County Manager for Community Development Harvey L. Hinson, general laws policy committee; Deputy County Manager for Administration Leon T. Johnson, finance policy committee; Deputy County Manager for Community Operations Robert K. Pinkerton, environmental quality policy committee; and Director of Public Works Robert C. Thompson, transportation policy committee.
VML is a statewide association of city, town and county governments that assists local governments through legislative advocacy, research, education and other services. The league's policy and steering committees make policy recommendations to its legislative committee, which develops VML's annual legislative program. Appointments are made by the league's executive committee.
