Former Henrico County sheriff and police officer James H. Turner, III died March 24 in Sacramento, Calif. Turner, who had survived two recent bouts with cancer, was 56.
A part of the Republican wave of the late 1970s that brought the GOP to the forefront of Virginia politics, Turner was first elected sheriff in 1979, when he unseated incumbent Sheriff William P. "Bill" Self. He was re-elected in 1983 and served until July 1985, when he resigned to devote more time to his law-enforcement and security consulting business. He relocated to Sacramento shortly after his resignation, operating the JH Turner Agency, an international security-consulting firm, as well as Turner Worldwide Enterprises, LLC.
As sheriff, Turner oversaw the 1980 opening of Henrico's Jail West facility, a controversial decision at the time due to concerns of insufficient staffing. Also that year, he filed suit against the state of Virginia in an effort to boost pay for county deputies. His tenure also included the development of a well-received policy and procedures manual. Prior to running for sheriff, he served as an officer with Henrico County Police from 1971 to 1978.
A native of the Richmond area, Turner graduated from Manchester High School in 1965 before joining the U.S. Army and serving with a military intelligence unit in Vietnam. He studied law enforcement at American University in Washington, D.C. and later published numerous articles on security, law enforcement and military subjects. Elected a delegate to the 1980 Republican National Convention, Turner served on the U.S. Department of Justice's National Institute of Corrections Board during the Reagan Administration. He was a life member of the Virginia Sheriff's Association, the National Sheriff's Association and Vietnam Veterans of America.
Turner is survived by his wife Jenny, son James, mother Doris, two grandsons and other family members. Graveside services are scheduled for Thursday, April 1, in Sacramento.

The Henrico County Board of Supervisors will begin its next regularly scheduled meeting one hour early, at 6 p.m. Tuesday, April 13, for a public hearing regarding the Operating and Capital Annual Fiscal Plans for Fiscal Year 2004-05. The board regularly meets at 7 p.m. on the second and fourth Tuesday of each month. The next town meeting of Varina District Supervisor Jim Donati will offer an overview of Henrico County programs, activities, finances and more. The meeting is scheduled for 7 p.m. Monday, March 15, at the Eastern Government Center, 3820 Nine Mile Road. County Manager Virgil R. Hazelett, P.E. will present his "State of the County Address" at the meeting. He will join Donati for a discussion and question-and-answer period as well.

Renowned domestic violence expert Sarah Buel will serve as keynote speaker at the third annual Community Conference on Domestic Violence on Tuesday, April 13, from 7:30 a.m. to 4:30 p.m. at the Sheraton Park South Hotel, 9901 Midlothian Turnpike. "Safe Homes, Safe Communities: Partnerships to Promote Peace" is designed for professionals working in the domestic violence field as well as the general public. The conference will feature presentations by Buel and other speakers on several topics, including understanding the dynamics of domestic abuse and identifying ways businesses and employers can help recognize and combat domestic violence. A former welfare mother and domestic violence survivor, Buel now works as a professor at the University of Texas School of Law and is a nationally recognized consultant on domestic violence.
The registration fee of $60 includes breakfast, lunch, breaks and conference materials; participants registering after Friday, March 26 will pay $75. Call 501-5732 for more information. The conference is sponsored by the Henrico County Coalition Against Domestic Violence (HCCADV) and Henrico Doctors' Hospital. HCCADV is a coalition of more than 40 government agencies, nonprofit organizations and private businesses working to help prevent domestic violence.

The Henricopolis Soil and Water Conservation District (HSWCD) will hold its annual native tree seedling giveaway for Henrico County residents on Friday, March 26, at the Hermitage Technical Center parking lot, 8301 Hungary Spring Road. The free event begins at 8:30 a.m. and will continue as long as supplies last. HSWCD will offer 10 species of bare-root seedlings, including red bud, white and red osier dogwood, bald cypress, sugar maple, river birch and loblolly pine. The conservation district encourages residents to consider the appropriate species for their landscape before arriving at the giveaway. HSWCD will not take advance orders, and residents cannot obtain seedlings for other people. The annual seedling giveaway is part of HSWCD's ongoing conservation
efforts to help protect the James River watershed by reducing runoff and sediment flows into local streams. Call 501-5175 for more information.
