The Virginia Association of Counties (VACo) has appointed eight Henrico County officials to the association's steering and operational committees for 2006.

VACo steering committees review legislative requests from counties, recommend an annual legislative program and provide policy direction for VACo staff. The association represents local governments at the state and federal levels and provides a resource network for planning and implementing new ideas and technologies.

In conjunction with National Consumer Protection Week Feb. 5-11, the Henrico County Extension Office will offer free workshops to help residents recognize and protect themselves against consumer fraud.
According to the Federal Trade Commission, some 25 million Americans - more than 11 percent of the adult population - experience consumer fraud each year.
"Consumer Protection: It's the Name of the Game" will be held on Tuesday, Feb. 7, from 7 to 8:30 p.m., and again on Thursday, Feb. 9, from 11:30 a.m. to 1 p.m., in the Human Services Building Board Room, 8600 Dixon Powers Drive. The workshops will help participants identify fraudulent schemes and teach ways they can protect themselves against a variety of frauds and scams. Topics will include free-prize schemes, foreign lotteries, Internet fraud and work-at-home scams.
Workshops are free and open to the public, but pre-registration is encouraged. Call 501-5160 to register or to obtain additional information.

Henrico County employee Ralph W. Cooke, a member of the Planning Department staff for more than 28 years, has won the sixth annual Excellence in Public Service Award. County Manager Virgil R. Hazelett, P.E. presented the award during a ceremony Tuesday.
The Excellence in Public Service Award recognizes a general government employee who consistently demonstrates and exemplifies outstanding public service. Nominees are chosen by their co-workers; only one of Henrico's more than 3,600 general government employees receives the award each year.
Cooke, who currently serves as a senior planning technician, maintains the county's addressing system, ensuring that all properties and street names are properly addressed and comply with E-911 requirements. He also researches zoning lines and assists zoning case notifications. Cooke played a key role in the installation of the county's E-911 system in the late 1980s, driving every county street over a three-year period and single-handedly converting the old rural route boxes to permanent addresses - more than 14,000 total. The grid network he developed is still used today.
"Ralph has a well-earned reputation among Henrico residents, the development community and his fellow employees for his knowledge, integrity and expertise," said Planning Director Randy Silber. "He takes great pride in his work and serves the public with tremendous dedication and enthusiasm. "
Cooke enjoys the opportunity to assist a variety of people each day.
"I work with residents, engineers, developers, postal service employees and others - and every situation is different," he said. "I really enjoy being able to provide a service and help people. I love what I'm doing. "

The Henrico Extension Office has launched its annual 4-H berry sale, with proceeds benefiting local 4-H youth programs.
The sale features a variety of strawberry, blackberry and blueberry plants. Strawberry plants cost $6 for a bundle of 25; blackberry plants cost $4.50 each and blueberry plants cost $3.50 each. Instructions for planting and care are included with each order.
To place an order, call 501-5160 from 8 a.m. to 4:30 p.m., Monday through Friday, or pick up an order form at the Extension Office, located in the Human Services Building, 8600 Dixon Powers Drive. Order forms also are available at any Henrico library.
Because supplies are limited, orders placed after Tuesday, Feb. 21 will be filled on a first-come, first-served basis.
Extension staff will distribute orders from noon to 6 p.m. on Thursday, March 16 and from 11 a.m. to 1 p.m. on Friday, March 17 at the Glen Allen Softball Complex on Mountain Road.

Henrico County Manager Virgil R. Hazelett, P.E. announces that the national headquarters of LandAmerica Financial Group, Inc. will relocate to a Henrico business park. Earlier today, LandAmerica officials announced plans to move their corporate headquarters to the Innsbrook Corporate Center in Glen Allen.
"Henrico County welcomes LandAmerica to the list of outstanding employers that call our county home," Hazelett said. "The company is a worldwide leader in its field and has a long history in the Richmond metropolitan area. We look forward to their continued growth and success in Henrico. "
LandAmerica will move from its current offices on Gateway Center Parkway and Arboretum Parkway and consolidate its national headquarters and shared resources operations into a single corporate campus in the Highwoods III facility at Innsbrook. The new headquarters will initially house more than 890 employees and contractors in nearly 300,000 square feet of office space.
"This is an exciting announcement," said Board of Supervisors Chairman and Brookland District Supervisor Richard W. Glover. "LandAmerica has a strong reputation for both its corporate success and for being an important partner in the local community. They will only add to the quality of life we enjoy in Henrico. "

The Henrico County Board of Supervisors has elected Brookland District Supervisor Richard W. Glover as chairman and Varina District Supervisor James B. Donati, Jr. as vice chairman for 2006.
Glover and Donati were elected at the board's regular meeting Tuesday. They will each serve a one-year term.
Glover, who was first elected Brookland District supervisor in 1987, begins his fourth term as board chairman. He also has served on a number of local, state and national commissions and organizations, including the Richmond Regional Planning District Commission, the Virginia Municipal League and the National Association of Counties. A former member of the Lewis Ginter Botanical Garden board of directors, he is a member of the Glen Allen Youth Athletic Association, the Hermitage High School Band and Auxiliary Boosters. He is a veteran of the U.S. Navy.
Donati has represented the Varina District on the board since his election as supervisor in 1991. A native of Henrico County, he also serves on the Capital Region Airport Commission, the James River Advisory Council, the Maymont Foundation and other local, state and national organizations. He is a member of the Varina Lion's Club, the Henrico East Business and Professional Association and is a veteran of the U.S. Army.

Focusing on employment issues facing young people in central Virginia and their significance to the region's economy, the Capital Area Youth Council will hold a meeting of the Capital Area Youth Alliance on Tuesday, Jan. 10, from 9 to 11 a.m. at the Nicholas Student Center, John Tyler Community College-Chester campus, 13101 Jefferson Davis Highway. Representatives of area businesses and youth-serving organizations are invited to attend.
The meeting, "Capital Area's Emerging Workforce: A Call to Action," will examine the needs and challenges confronting young people ages 14-21 as they prepare to enter the labor pool in the Richmond metropolitan area and central Virginia. Topics will include developing a curriculum for the 21st-century workforce; meeting the needs of businesses related to young employees; transportation; and implementing a mentor/coach program for the region.

Henrico County Manager Virgil R. Hazelett, P.E. has announced the appointment of Jane D. Crawley as director of the Department of Social Services, effective Jan. 11.
Crawley currently serves as the agency's assistant director. She will succeed Gordon G. Ragland, Jr., who is retiring.
As director, Crawley will oversee an agency with nearly 150 employees and a 2006 budget of more than $16.8 million. Social Services provides temporary financial assistance and a variety of programs and services for children, adults and families. The agency is responsible for the protection of children, the elderly and disabled from abuse and neglect and works to keep families together when appropriate. Agency programs include food stamps, foster care services, child support enforcement and the Fatherhood Initiative.
Crawley, who joined the Social Services staff in 1991 as a casework supervisor, has more than 26 years of social work experience. She received a bachelor's degree from Norfolk State University and a master's degree from Virginia Commonwealth University.
