Cypress Enterprises, a program of Henrico Area Mental Health & Retardation Services (MH/MR), will hold an open house highlighting services offered at its new packaging and assembly facility from 1 to 3 p.m. Friday, Nov. 9, at 205 Roxbury Industrial Center, in Charles City. All area businesses are welcome to attend.

Cypress Enterprises is a vocational day-services center for mentally challenged adults in Charles City and New Kent counties. Up to 15 employees perform a variety of contract work, such as packaging, mailings, light assembly and light manufacturing, and receive vocational training and life-skills support from MH/MR staff. Current customers include Square One Development, U.S. Remodelers and Aigner Advertising.

Henrico County Manager Virgil R. Hazelett, P.E. has announced the appointment of Lee J. Tyson as director of Community Development. The appointment took effect Oct. 27.

Tyson succeeds former director Frederick F. Overmann, III, who recently retired from the position.

As director, he will oversee a 19-employee department that runs The Permit Center, Henrico's agency that facilitates the process for residents, builders, developers and others seeking building permits and community development services. Operating from both of the county's Government Center locations, the center provides information regarding code regulations, zoning, water and sewer availability, drainage, roads and other development inquiries; customers often obtain an electrical, plumbing or simple building permit in one hour. In the 2007 fiscal year, The Permit Center served more than 24,340 walk-in and telephone customers and reviewed some 5,750 residential permits.

Tyson previously served as county planner III in the Planning Department. A Henrico employee since 2003, he received bachelor's and master's degrees from Virginia Commonwealth University.

The Henrico County Department of Public Works advises motorists that on Saturday, Nov. 10, from 8 to 11 a.m., the northbound lane of Huguenot Road -- including the Huguenot Bridge -- will close between Chippenham Parkway and Three Chopt Road for the Richmond Marathon.

A detour will divert northbound traffic from the Huguenot Bridge to the Willey Bridge. The marathon will not affect southbound motorists but may cause temporary road closures or delays on other bridge crossings and roadways within the City of Richmond.

The Henrico County Public Health Department will hold appointment-only flu vaccine clinics from 8:30 to 11:30 a.m., at both its East and West locations, on the following days:

  • East Clinic, Glen Echo Building, 3810 Nine Mile Road; Thursday, Oct. 25 and Thursday, Nov. 8;
  • West Clinic, Human Services Building, 8600 Dixon Powers Drive; Wednesday, Oct. 31 and Wednesday, Nov. 14.

To schedule an appointment, residents should call 652-3190 (East) or 501-4651 (West) from 8 a.m. to 4:30 p.m.

The clinics will offer flu shots as well as FluMist nasal vaccine. The cost for both is $30. The Public Health Department will accept cash, personal checks or Medicare Part B as payment; the department cannot accept other health insurance plans or credit cards.

Henrico health officials recommend an annual flu vaccination for children, their household contacts and out-of-home caregivers. Individuals who are at increased risk for flu-related complications -- those 50 years and older; those with chronic cardiovascular or pulmonary disease, including asthma; and those with diabetes, kidney dysfunction or blood disorders -- also are encouraged to receive the vaccine.

Children ages 6 months up to 2 years can receive only shots; the nasal vaccine is recommended for individuals ages 2 to 49 years without underlying chronic health conditions.

The recent dry weather pattern has caused low water levels in the James River. In response, Henrico County Manager Virgil R. Hazelett, P.E. has announced the implementation of mandatory water restrictions for all Henrico public water customers, including Goochland County, effective Thursday, Oct. 25.

The Henrico County Board of Supervisors authorized the mandatory water conservation measures at its Oct. 23 meeting. Compliance with the measures will help Henrico and Goochland counties provide water to all of their customers while also meeting the permit requirements of the Virginia Department of Environmental Quality.

" Henrico County is concerned about the low water levels in the James River," Hazelett said. "We want to do our part in being good stewards of the environment by declaring mandatory water conservation."

If significant rainfall eliminates the current low water levels, these mandatory water conservation measures will be lifted.

  • Water shall be served to customers only upon request.
Golf courses
  • Watering is prohibited from 6 a.m. to 8 p.m., except for the watering of greens or watering by hand-held hoses that are one inch or smaller in diameter.
All other businesses
  • Water use is limited to uses essential for business use and human hygiene.

Violations of the mandatory restrictions will result in a written warning for the first violation, a $50 fine for the second, and a $100 fine for each subsequent violation; fines will be imposed on the violator's water bill. Notice will be given when the mandatory restrictions are no longer in effect.

The Henrico County Extension Office is accepting applications for its 2008 Master Gardener training program, an in-depth course that offers instruction in all aspects of horticulture.

Participants will learn about lawn care, tree and shrub maintenance, vegetable gardening, pest management and other topics. After completing classroom training, participants will serve a 50-hour internship with the Extension Office and will help conduct educational programs for the general public.

Extension will accept applications through Friday, Nov. 30. Classes begin Tuesday, Jan. 22, and will be held each Tuesday and Thursday morning through Thursday, March 27 in the Human Services Building demonstration kitchen, 8600 Dixon Powers Drive. There is a $120 fee to cover the cost of materials.

The Henrico County Department of Public Works advises motorists to expect delays around Highland Springs High School on Friday, Oct. 26, beginning at 6:30 p.m., due to the school 's homecoming parade.

The parade will begin at South Cedar Avenue between Nine Mile Road and Jerald Street and travel eastbound on Nine Mile Road before turning onto Oak Avenue and into Highland Springs High School.

Public Works will detour eastbound traffic on Nine Mile Road to Beech Avenue, Vine Street and Quince Avenue. The parade will not affect westbound traffic on Nine Mile Road, but motorists in the area should expect delays.

The next constituent meeting of Fairfield District Supervisor Frank Thornton will feature an overview of the new recreation center planned for eastern Henrico. The meeting is scheduled for 7 p.m. Thursday, Oct. 18, at the Eastern Government Center multipurpose room, 3820 Nine Mile Road.

Representatives from the Division of Recreation and Parks and architectural firm HKS, Inc. will provide information about the recreation center and will join Thornton for a question-and-answer period. Henrico voters approved $9 million funding for the project in the 2005 bond referendum.

The next town meeting of Tuckahoe District Supervisor Patricia S. O'Bannon will examine local power outages and ways residents can address them. The meeting is scheduled for 7 p.m. Monday, Oct. 15 at the Tuckahoe Area Library, 1901 Starling Drive.

"Lights Out? What's the Problem?" will feature presentations by representatives from Dominion Virginia Power and the State Corporation Commission. They will discuss power outages in the area and will join O'Bannon for a question-and-answer period as well.

The next town meeting of Henrico County Board of Supervisors Chairman and Varina District Supervisor Jim Donati will offer an in-depth look at the daily duties of the Henrico County Sheriff's Office. The meeting is scheduled for 7 p.m. Monday, Oct. 15 at the Eastern Government Center, 3820 Nine Mile Road.

Sheriff Michael L. Wade will be on hand to discuss the responsibilities of his office, which operates the county's jail system and provides security for courtrooms and judges, among other tasks. The Sheriff's Office has a staff of more than 360 employees and a 2007-08 budget of nearly $30 million. Wade will join Donati for a question and answer period as well.

The Henrico County Division of Police will hold a rabies clinic on Saturday, Oct. 20, from 9 a.m. to 2 p.m., at gate four of Richmond International Raceway.

Shots cost $6, cash only, and include a rabies tag and certificate of inoculation. Dog owners may purchase a 2008 license for $10 with proof of rabies inoculation.
