Henrico Area Mental Health Prevention Services and the Too Smart to Start Coalition are seeking nominees for the 12th annual Henrico Outstanding Youth Volunteer Awards. The deadline to apply is Friday, March 28.

The Henrico Outstanding Youth Volunteer Awards recognize young people ages 12 to 18 who have provided exemplary, selfless service to their community without monetary gain. Past honorees have engaged in a variety of volunteer activities, such as leading fund-raising efforts to benefit charitable causes, contributing volunteer service to non-profit organizations and serving as mentors and tutors at local schools. Applications are available online at www.toosmart2start.com.

Award winners will receive savings bonds and will be honored at a ceremony in April at the University of Richmond. The awards are sponsored by the Too Smart to Start Coalition, the University of Richmond Jepson School of Leadership Studies, Richmond Elks Lodge no. 45 and Henrico Area Mental Health Prevention Services.

The next town meeting of Varina District Supervisor Jim Donati will feature a "State of the County" address from Henrico County Manager Virgil R. Hazelett, P.E. The meeting is scheduled for 7 p.m. Monday, March 17, at the Henrico Theatre, 305 E. Nine Mile Road.

Hazelett will provide a comprehensive look at county activities in a variety of areas, including the ongoing initiative to change mailing addresses within the county from "Richmond, VA" to "Henrico, VA." He will join Donati for a question-and-answer period as well.

The next constituent meeting of Fairfield District Supervisor Frank Thornton will offer an update on legislative activities of the Virginia General Assembly and will also provide information about Henrico County's mailing address-change initiative. The meeting is scheduled for 7 p.m. Monday, March 10 at Belmont Recreation Center, 1600 Hilliard Road.

Delegate Joe Morrissey will discuss the 2008 session of the General Assembly and will join Thornton for a question-and-answer period as well.

In addition, Deputy County Manager Leon Johnson will answer questions about the ongoing effort to change county mailing addresses from "Richmond, VA" to "Henrico, VA." The county is working with the U.S. Postal Service on the initiative, which would correct the misdirection of $5 million in tax revenue to the city each year. Affected Henrico residents and businesses will vote on the issue in early May.
