Sheriff Michael Wade has assembled a command staff with over ninety years of service to the Henrico County Sheriff’s Office.

 


 

Lieutenant Colonel Carlos Talley

Chief Deputy – West

With a staff of 112, Chief Carlos Talley commands the daily operations of Jail West, which include security, classifications, inmate transportation, and inmate programs and services. Chief Talley began his career in law enforcement with the Department of Corrections in 1987.

Chief Carlos Talley oversees the operations of Jail West, which is located at the Henrico County Government Complex on Parham Road. Jail West was opened as a maximum security facility in 1980 and underwent a major expansion in 1996. The facility holds pre-trial and post-trial inmates and is also the headquarters for the Office of the Sheriff, Administrative Division, Court Services and Human Resources.


 

Major Antionette Irving

Jail Administrator-West

Major Irving started her career in law enforcement in 1988. She has a Bachelor’s Degree in Criminal Justice from Shaw University and a Master’s Degree in Administration.

Major Irving supervises the daily operations of jail security at Jail West. She ensures that all policy, rules, regulations, and procedures are enforced and implemented. Jail West is located at the Henrico County Government Complex on Parham Road


 

Major Tom Lobrano

Jail Administrator- East

Major Tom

Major Lobrano started his career in law enforcement as a police officer in 1974. He has been in charge of Henrico Jail East since May 2008. Throughout his career in law enforcement he has worked road patrol, detective, deputy, and moved through the ranks at the sheriff’s office.

Major Lobrano supervises Henrico County’s Regional Jail East in New Kent County. Located on 76 acres, Jail East is the first campus style jail in the Commonwealth and is considered one of the most modern and progressive facilities of its kind. Jail East utilizes a direct supervision approach to inmate supervision, offering a barrier free environment between deputies and inmates to encourage communication and a higher level of security.

 


 

Dana Powell

Controller

Dana Powell oversees the $30 million annual budget of the Henrico County Sheriff’s Office. With a staff of five, Powell coordinates with the Sheriff and his command staff to negotiate contracts, forecast spending patterns and ensure the Sheriff’s Office complies with state and federal regulations.

With more than 20 years of experience in financial and budgetary planning, Dana Powell joined the Sheriff’s Office as Business Manager in 1998. Since his appointment to the head of the Finance Section of the Sheriff’s Office, Powell has instituted internal control procedures and worked to streamline the Sheriff’s Office Budget. The Finance Section of the Sheriff’s Office also supervises the canteen, accounts payable, accounts receivable and a payroll with 350 employees.
