Carlos V. Talley has a new title — lieutenant colonel. The 19-year veteran and ranking officer with the Henrico County Sheriff's Office is now the chief deputy, overseeing operations of the county's jail on Parham Road as well as its regional jail in New Kent County.The promotion was made official by Sheriff Michael L. “Mike” Wade in a ceremony on April 10 at the Henrico government complex.Lt. Col. Talley's wife, Wanda, pinned on his new insignia during the ceremony. That touching act visibly upgraded his rank from that of major.A Highland Springs High School graduate who served four years in the Navy, Lt. Col. Talley also will oversee the sheriff department's operations at the county's general district and circuit courts. He also will be responsible for jail audits and certifications, service of civil court papers, deputy training andthe classification and trans- port of inmates. Lt. Col. Talley has risen steadily within the department since his start as a deputy in No- vember 1988. He has twice been staff member of the month, most recently in September 2007. He succeeds Douglas Herbert, alley who retired last year. The Henrico Sheriff's Office is one of Virginia's largest with more than 360 sworn and civilian staff members. About 60 percent of the office's ranking positions are held by African-Americans, according to Deputy Damien Powell, a spokesperson for the sheriff's office.
