Sheriff Wade Promotes 13

Richmond, VA- During a ceremony held on May 22, 2008, Sheriff Mike Wade promoted 13 to the ranks of Major, Captain, Lieutenant, and Sergeant.

The following members were recognized: Captain Joe T. Lobrano was promoted to the rank of major; Lieutenants Ann M. Felton and Earl P. Williams, Jr. were promoted to the rank of captain; Sergeants George S. Arnold and Willie H. McNeil were promoted to the rank of lieutenant; and eight Deputies were promoted to the rank of sergeant: Stacey M. Bagby, Jan R. Carmack, Delwin C. Fortune, Joseph W. Hoffman, Desiree M. Pegues, Karvin R. Rodgers, David L. Simmons, and Eric W. Coleman, Sr.

Joe T. Lobrano has served with the Henrico County Sheriff's Office since 1990, after working 11 years with the Beckley Police Department. Lobrano has held the rank of captain since 2000 and as the newly appointed major, he will be assigned as the Jail East Administrator.

Ann M. Felton has been employed with the Sheriff's Office since 1990 and has held the rank of lieutenant since 2004. As captain, she will be the Security Commander of Jail West.

Earl P. Williams, Jr. is a graduate of Clackamas College with a degree in Emergency Management. Williams has served the Sheriff's Office for 28 years and has held the rank of lieutenant since 2001. As a captain, Williams will be the supervisor for Courts and Services.

George S. Arnold is a graduate of the “Miller School” Military Academy in Albemarle, Virginia. Before becoming a deputy with the Henrico County Sheriff's Office in 1995, he served as a deputy for the Bannock County Sheriff's Office for 11 years. Arnold has been a sergeant since 2006 and as a lieutenant he will be a platoon supervisor at Jail East.

Willie H. McNeil is a graduate of the Franklin Military Academy. McNeil served as a deputy for the Richmond Sheriff's Office for six years before joining the Henrico County Sheriff's Office in 2002. He has held the rank of sergeant since 2005, and as a lieutenant he will supervise the Jail West Booking area.

Stacey M. Bagby is a graduate of Middlesex high school. She was employed with CATO's Corporation before joining the Sheriff's Office in 2000. As a sergeant, Bagby will be a platoon supervisor for Jail West.

Jan R. Carmack served the Richmond Police Department as a lieutenant for 25 years before joining the Henrico Sheriff's Office in 2006. As a sergeant, Carmack will be the supervisor of Investigations.

Eric W. Coleman, Sr. is a graduate of the Franklin Military Academy. He also served with the United States Marine Corps for four years, before becoming a deputy with the sheriff's office in 2001. As a sergeant, Coleman will be a platoon supervisor for Jail West.

Delwin C. Fortune is a graduate of Caroline County High School. Before joining the Sheriff's Office in 2000, he worked for the Virginia Box Company for eight years. As a sergeant, Fortune will be a platoon supervisor for Jail East.

Joseph W. Hoffman is a graduate of Central Virginia Community College with an Associates Degree in Administration of Justice. Hoffman worked as a correctional officer at the Rustburg Correctional Facility for three years before becoming a deputy with Henrico in 1998. As a sergeant, Hoffman will be a platoon supervisor for Jail West.

Desiree M. Pegues is a graduate of ECPI, College of Technology, with a degree in Computer Technology. Pegues worked for Lucent Technologies for three years and would later join the sheriff's office in 2002. As a sergeant, Pegues will be a platoon supervisor for Jail West.

Karvin R. Rodgers served with the United States Navy for two years prior to becoming a deputy with the Henrico Sheriff's Office. Rodgers has served the sheriff's office for eight years and as a sergeant he will be responsible for being a platoon supervisor at Jail East.

David L. Simmons is a graduate of Virginia Commonwealth University with a degree in Music Performance. Simmons has served the sheriff's office for 27 years. As a sergeant, he will be the supervisor for the Civil Process section.
