How the Program Works
The Neighborhood Traffic Calming Program consists of two phases. During the first phase, we focus on changing driver behavior through enforcement and engineering measures. Once implemented, these efforts are evaluated one year later to determine their effect on traffic. Most neighborhoods find these efforts effective in addressing the traffic concerns identified by the community. If the first phase improvements are not effective, we proceed to the second phase review, where physical treatments are considered.
Phase I Process
Step 1 – Submit a Traffic Calming Request form detailing your traffic concerns.
Step 2 – Traffic Engineering collects data and conducts a field review of the site.
Step 3 – Traffic Engineering sends out information about their findings and recommendations. If the street qualifies for the Traffic Calming Program, to get the Phase I “Additional $200 Fine for Speeding” signs, a minimum of 75% of the residents on that street, as well as streets that have major access to the proposed street, must sign a petition agreeing to this traffic calming measure. Traffic Engineering sends a map and list of addresses to the contact person to acquire the signatures on the petition.
Step 4 – Traffic Engineering works with the neighborhood to follow through with the recommendations.
Step 5 – Traffic Engineering receives the signatures and presents the Phase I measure for that street to the Board of Supervisors for their approval.
Step 6 – If approved, the “$200 Additional Fine for Speeding” signs are installed.
Phase II Process
(Implementing Physical Devices to Change the Roadway Environment)
Step 1 – The street is re-studied approximately 6-8 months after Phase I is implemented to see if the street qualifies for Phase II.
Step 2 – If Phase I measures are unsuccessful, the request moves to Phase II of the program in which physical devices are considered.
Step 3 – A minimum of 75% of the residents on that street, as well as streets that have major access to the proposed street, must sign a petition agreeing to this traffic calming measure. A map and list of addresses will be sent to the contact person to acquire the signatures.
Step 4 – Traffic Engineering receives the signatures and Phase II is initiated.
Step 5 – Physical devices are installed.
Step 6 – Traffic Engineering evaluates the plan’s effectiveness 6 months later and makes modifications, if necessary.
